AN ACT relating to health care; requiring the Welfare Division of the Department of Human Resources to conduct a study to determine whether a shortage of personnel in nursing homes exists, to determine the feasibility of training recipients of temporary assistance for needy families to work in nursing homes and to assess the child care necessary for such recipients to work in nursing homes; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. 1. The Welfare Division of the Department of Human

1-2 Resources shall:

1-3 (a) In cooperation with the Nevada Health Care Association, conduct a

1-4 study to:

1-5 (1) Determine whether a shortage of personnel, including, without

1-6 limitation, certified nursing assistants, exists in nursing homes in this state;

1-7 (2) Assess the skills of recipients of temporary assistance for needy

1-8 families;

1-9 (3) Determine the feasibility of developing a program to train recipients

1-10 of temporary assistance for needy families to work in nursing homes,

1-11 including, without limitation, as certified nursing assistants;

1-12 (4) Determine the need for child care for recipients of temporary

1-13 assistance for needy families that would be necessary to allow such recipients

1-14 to work in nursing homes; and

1-15 (5) Identify methods to encourage nursing homes to provide child care

1-16 for employees who are recipients of temporary assistance for needy families;

1-17 and

2-1 (b) On or before July 1, 2000, submit its findings and recommendations to

2-2 the Legislative Committee on Health Care.

2-3 2. The Legislative Committee on Health Care shall:

2-4 (a) Review the findings and recommendations submitted by the Welfare

2-5 Division of the Department of Human Resources;

2-6 (b) Submit appropriate recommendations as a result of that review to the

2-7 Interim Finance Committee; and

2-8 (c) Submit appropriate recommendations for legislation to the 71st session

2-9 of the Nevada Legislature.

2-10 3. As used in this section:

2-11 (a) "Certified nursing assistant" means a nursing assistant certified

2-12 pursuant to the provisions of chapter 632 of NRS;

2-13 (b) "Nursing assistant" has the meaning ascribed to it in NRS 632.0166;

2-14 and

2-15 (c) "Temporary assistance for needy families" has the meaning ascribed to

2-16 it in NRS 422.0535.

2-17 Sec. 2. This act becomes effective on July 1, 1999.
