AN ACT relating to public employees; making appropriations from the state general fund and the state highway fund to the State Board of Examiners for increases in the salaries of certain employees of the State of Nevada; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. 1. Except as otherwise provided in this act, to effect

1-2 increases in salaries of approximately 2 percent, there is hereby

1-3 appropriated from the state general fund to the State Board of Examiners

1-4 for the fiscal period beginning July 1, 2000, and ending June 30, 2001, the

1-5 sum of $6,812,012 for the purpose of meeting any deficiencies which may

1-6 be created between the appropriated money of the respective departments,

1-7 commissions and agencies of the State of Nevada, as fixed by the 70th

1-8 session of the legislature and the requirements for salaries of the classified

1-9 and unclassified personnel of those departments, commissions and

1-10 agencies, including the judicial branch, necessary under an adjusted pay

1-11 plan, except those employees whose salaries have been retained, to become

1-12 effective on July 1, 2000.

1-13 2. The State Board of Examiners, upon the recommendation of the

1-14 Director of the Department of Administration, may allocate and disburse to

1-15 the various departments, commissions and agencies of the State of Nevada,

1-16 out of the money appropriated by this section such sums of money as may

1-17 from time to time be required, which when added to the money otherwise

1-18 appropriated or available equals the amount of money required to pay the

2-1 salaries of the classified and unclassified employees of the respective

2-2 departments, commissions and agencies under the adjusted pay plan.

2-3 Sec. 2. 1. To effect increases in salaries of approximately 2 percent,

2-4 there is hereby appropriated from the state highway fund to the State Board

2-5 of Examiners for the fiscal period beginning July 1, 2000, and ending June

2-6 30, 2001, the sum of $681,914 for the purpose of meeting any deficiencies

2-7 which may exist between the appropriated money of the Department of

2-8 Motor Vehicles and Public Safety, the Transportation Services Authority

2-9 and the Attorney General’s Office as fixed by the 70th session of the

2-10 legislature and the requirements for salaries of classified and unclassified

2-11 personnel of the Department of Motor Vehicles and Public Safety, the

2-12 Transportation Services Authority and the Attorney General’s Office

2-13 necessary under an adjusted pay plan, except those employees whose

2-14 salaries have been retained, to become effective July 1, 2000.

2-15 2. The State Board of Examiners, upon the recommendation of the

2-16 Director of the Department of Administration, may allocate and disburse to

2-17 the Department of Motor Vehicles and Public Safety, the Transportation

2-18 Services Authority and the Attorney General’s Office out of the money

2-19 appropriated by this section such sums of money as may from time to time

2-20 be required, which when added to the money otherwise appropriated or

2-21 available equals the amount of money required to meet and pay the salaries

2-22 of the classified and unclassified employees of the Department of Motor

2-23 Vehicles and Public Safety, the Transportation Services Authority and the

2-24 Attorney General’s Office under the adjusted pay plan.

2-25 Sec. 3. 1. To effect increases in salaries of approximately 2 percent,

2-26 there is hereby appropriated from the state general fund to the State Board

2-27 of Examiners for the fiscal period beginning July 1, 2000, and ending June

2-28 30, 2001, the sum of $1,434,488 for the purpose of meeting any

2-29 deficiencies which may be created between the appropriated money of the

2-30 University and Community College System of Nevada as fixed by the 70th

2-31 session of the legislature and the requirements for salaries of the classified

2-32 personnel of the University and Community College System of Nevada

2-33 necessary under the adjusted pay plan, except those employees whose

2-34 salaries have been retained, to become effective July 1, 2000.

2-35 2. The State Board of Examiners, upon the recommendation of the

2-36 Director of the Department of Administration, may allocate and disburse to

2-37 the University and Community College System of Nevada out of the money

2-38 appropriated by this section such sums of money as may from time to time

2-39 be required, which when added to the money otherwise appropriated or

2-40 available equals the amount of money required to pay the salaries of the

2-41 classified employees of the University and Community College System of

2-42 Nevada under the adjusted pay plan.

3-1 Sec. 4. To effect increases in salaries of approximately 2 percent, there

3-2 is hereby appropriated from the state general fund to the legislative fund for

3-3 the fiscal year beginning July 1, 2000, and ending June 30, 2001, the sum

3-4 of $260,575 for the purpose of meeting any deficiencies which may be

3-5 created between the appropriated money as fixed by the 70th session of the

3-6 legislature and the requirements for salaries of the employees of the

3-7 Legislative Counsel Bureau and of interim legislative operations, except

3-8 those employees whose salaries have been retained, to become effective

3-9 July 1, 2000.

3-10 Sec. 5. The State Board of Examiners shall allocate from the amounts

3-11 appropriated by section 1 of this act to the Tahoe Regional Planning

3-12 Agency to provide for Nevada’s share of a salary increase, the same

3-13 percentage granted to classified employees of the State of Nevada which

3-14 take effect on July 1, 2000. The amounts transferred must not be utilized to

3-15 increase an employee’s base salary unless the State of California provides

3-16 the required 2 for 1 matching money. Any amounts provided to the Tahoe

3-17 Regional Planning Agency should California not provide matching money

3-18 must be utilized as a one-time salary bonus.

3-19 Sec. 6. The approximate maximum salaries for the state officers and

3-20 employees in the unclassified service of the state as provided in Senate Bill

3-21 No. 554 of this session must be increased by 2 percent on July 1, 2000.

3-22 Sec. 7. Any balance of the money appropriated by sections 1, 2 and 3

3-23 of this act must not be committed for expenditure after June 30, 2001, and

3-24 reverts to the fund from which it was appropriated as soon as all payments

3-25 of money committed have been made.

3-26 Sec. 8. This act becomes effective on July 1, 2000.
