AN ACT relating to state financial administration; making appropriations for various projects and programs that benefit the residents of this state; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. 1. There is hereby appropriated from the state general

1-2 fund to the City of Las Vegas the sum of $150,000 for grants to support

1-3 athletic programs for children after the regularly scheduled school day and

1-4 on weekends.

1-5 2. Any remaining balance of the appropriation made by subsection 1

1-6 must not be committed for expenditure after June 30, 2001, and reverts to

1-7 the state general fund as soon as all payments of money committed have

1-8 been made.

1-9 Sec. 2. 1. There is hereby appropriated from the state general fund to

1-10 White Pine County the sum of $110,000 for expenses related to the trial of

1-11 Thomas Coleman.

1-12 2. Any remaining balance of the appropriation made by subsection 1

1-13 must not be committed for expenditure after June 30, 2001, and reverts to

1-14 the state general fund as soon as all payments of money committed have

1-15 been made.

1-16 Sec. 3. 1. There is hereby appropriated from the state general fund to

1-17 Boulder City the sum of $250,000 to assist in the design, construction and

1-18 installation of exhibits at the Boulder City Museum.

2-1 2. Any remaining balance of the appropriation made by subsection 1

2-2 must not be committed for expenditure after June 30, 2001, and reverts to

2-3 the state general fund as soon as all payments of money committed have

2-4 been made.

2-5 Sec. 4. 1. There is hereby appropriated from the state general fund to

2-6 the Interim Finance Committee the sum of $100,000 for the operational

2-7 costs of the Commission on Racial and Economic Bias within the Judicial

2-8 System.

2-9 2. The Commission on Racial and Economic Bias within the Judicial

2-10 System shall submit a request to the Interim Finance Committee to receive

2-11 funding from the money appropriated by subsection 1. The request must

2-12 include a proposed budget for the expenditure of the money requested. The

2-13 Interim Finance Committee need not approve the entire funding upon the

2-14 Commission’s request. Information describing the manner in which any

2-15 previously allocated money was expended must be provided by the

2-16 Commission with any subsequent request for funding.

2-17 3. Any remaining balance of the appropriation made by subsection 1

2-18 must not be committed for expenditure after June 30, 2001, and reverts to

2-19 the state general fund as soon as all payments of money committed have

2-20 been made.

2-21 Sec. 5. 1. There is hereby appropriated from the state general fund to

2-22 the State Department of Agriculture the sum of $40,000 for research on

2-23 White Rot.

2-24 2. The State Department of Agriculture may only expend an amount of

2-25 the money appropriated by subsection 1 equal to the amount for which

2-26 matching money is provided from the Garlic and Onion Research and

2-27 Promotion Account created by NRS 561.423 or donations, or a

2-28 combination of both.

2-29 3. Any remaining balance of the sum appropriated by subsection 1

2-30 must not be committed for expenditure after June 30, 2001, and reverts to

2-31 the state general fund as soon as all payments of money committed have

2-32 been made.

2-33 Sec. 6. 1. There is hereby appropriated from the state general fund to

2-34 the State Department of Agriculture the sum of $80,000 for the

2-35 development of a statewide data base and economic analysis relating to

2-36 grazing trends on public lands and their effect on private business, rural

2-37 economies, and county and state governments.

2-38 2. Any remaining balance of the appropriation made by subsection 1

2-39 must not be committed for expenditure after June 30, 2001, and reverts to

2-40 the state general fund as soon as all payments of money committed have

2-41 been made.

2-42 3. The Director of the State Department of Agriculture shall use the

2-43 money appropriated by subsection 1 to develop a statewide data base and

3-1 economic analysis relating to grazing trends on public lands. The data base

3-2 and analysis must be completed on or before the first day of the 71st

3-3 legislative session.

3-4 4. The data base must include:

3-5 (a) An inventory of all federally administered land in Nevada

3-6 summarizing and verifying past and present grazing authorizations issued

3-7 by the Federal Government. To the extent practical, this inventory must

3-8 incorporate existing information that is verified in terms of its accuracy and

3-9 compiled in a usable format.

3-10 (b) Individual grazing allotments from federal records, arranged into a

3-11 data base that is based on geographic areas and including all geographical

3-12 information associated with the grazing allotments. All compiled and

3-13 verified records of individual grazing allotments must be subjected to an

3-14 economic input and output model that has been regionally calibrated and

3-15 verified by the Applied Economics and Statistics Department of the

3-16 University of Nevada, Reno.

3-17 5. The economic analysis must include a determination of the annual

3-18 economic effect on the livestock industry, business sectors and

3-19 governmental revenues and the economic effect on the income and property

3-20 values of ranchers.

3-21 6. The summarized results of this study must be compiled into a written

3-22 report on or before January 1, 2001. Two hundred copies of the report must

3-23 be produced. Copies must be delivered to the Governor, Nevada

3-24 Legislature, Nevada Congressional Delegation, Nevada Association of

3-25 Counties, Nevada Cattlemen’s Association, Nevada Farm Bureau and other

3-26 appropriate state and federal agencies.

3-27 7. The Director is authorized to hire a qualified contractor to complete

3-28 the written report within the limits of the appropriation made by subsection

3-29 1.

3-30 Sec. 7. 1. There is hereby appropriated from the state general fund to

3-31 the City of Las Vegas the sum of $300,000 for continued support of the

3-32 child care training program currently operated by the City of Las Vegas.

3-33 2. Any remaining balance of the appropriation made by subsection 1

3-34 must not be committed for expenditure after June 30, 2001, and reverts to

3-35 the state general fund as soon as all payments of money committed have

3-36 been made.

3-37 Sec. 8. 1. There is hereby appropriated from the state general fund to

3-38 Lyon County the sum of $25,000 for the expansion of the Lyon County

3-39 Museum and the restoration of the Thompson School House.

3-40 2. Any remaining balance of the appropriation made by subsection 1

3-41 must not be committed for expenditure after June 30, 2001, and reverts to

3-42 the state general fund as soon as all payments of money committed have

3-43 been made.

4-1 Sec. 9. 1. There is hereby appropriated from the state general fund to

4-2 the University and Community College System of Nevada the sum of

4-3 $100,000 for the Southern Nevada Writing Project and the Northern

4-4 Nevada Writing Project.

4-5 2. The money appropriated by subsection 1 must be allocated equally

4-6 between the Southern Nevada Writing Project and the Northern Nevada

4-7 Writing Project for deposit in separate accounts for each project.

4-8 3. Disbursements from these accounts to pay the expenses of the

4-9 projects must be made by the Board of Regents of the University and

4-10 Community College System of Nevada upon the request of the

4-11 administrator of the respective project.

4-12 4. Any remaining balance of the appropriation made by subsection 1

4-13 must not be committed for expenditure after June 30, 2001, and reverts to

4-14 the state general fund as soon as all payments of money committed have

4-15 been made.

4-16 Sec. 10. 1. There is hereby appropriated from the state general fund

4-17 to the State Arts Council of the Department of Museums, Library and Arts

4-18 the sum of $150,000 for the support of the Grants Program, the Arts in

4-19 Education Program and the Folk Arts Program.

4-20 2. Any remaining balance of the appropriation made by subsection 1

4-21 must not be committed for expenditure after June 30, 2001, and reverts to

4-22 the state general fund as soon as all payments of money committed have

4-23 been made.

4-24 Sec. 11. 1. There is hereby appropriated from the state general fund

4-25 to Churchill County the sum of $85,000 for the expenses related to the

4-26 operation of a veterans’ field service office in Churchill County.

4-27 2. Any remaining balance of the appropriation made by subsection 1

4-28 must not be committed for expenditure after June 30, 2001, and reverts to

4-29 the state general fund as soon as all payments of money committed have

4-30 been made.

4-31 Sec. 12. 1. There is hereby appropriated from the state general fund

4-32 to the Department of Education the sum of $50,000 for the award of grants

4-33 to schools for training and for the establishment of programs for peer

4-34 mediation and conflict resolution and the expansion of existing programs

4-35 for peer mediation and conflict resolution.

4-36 2. The Department of Education shall use the money appropriated by

4-37 subsection 1 to award grants to schools for the establishment of programs

4-38 for peer mediation and conflict resolution and the expansion of existing

4-39 programs for peer mediation and conflict resolution. The Department shall

4-40 give priority either to schools which do not have an existing program or to

4-41 those schools that have a high incidence of:

4-42 (a) Violence between pupils;

4-43 (b) Violence directed against teachers or other members of the staff;

5-1 (c) Violence involving weapons; or

5-2 (d) Any combination of paragraph (a), (b) or (c).

5-3 3. Each grant awarded pursuant to subsection 2 must not exceed

5-4 $2,500. The grants must not be used for the administrative salaries of

5-5 school administrators.

5-6 4. Participating schools may submit an application for a grant to the

5-7 Department of Education and each grant must be awarded on a competitive

5-8 basis according to the criteria set forth in subsection 2.

5-9 5. Any remaining balance of the appropriation made by subsection 1

5-10 must not be committed for expenditure after June 30, 2001, and reverts to

5-11 the state general fund as soon as all payments of money committed have

5-12 been made.

5-13 Sec. 13. 1. There is hereby appropriated from the state general fund

5-14 to Clark County for disbursement to Nevada Partners the sum of $250,000

5-15 for the support of programs that help prepare unemployed and under-

5-16 employed persons to enter the work force and make significant

5-17 contributions in southern Nevada.

5-18 2. Any remaining balance of the appropriation made by subsection 1

5-19 must not be committed for expenditure after June 30, 2001, and reverts to

5-20 the state general fund as soon as all payments of money committed have

5-21 been made.

5-22 Sec. 14. 1. There is hereby appropriated from the state general fund

5-23 to the City of Las Vegas the sum of $2,800,000 for disbursement to the

5-24 Community Development Program Center of Nevada for the revitalization

5-25 of the Herbert Gerson Park into a mixed-use, mixed-income development.

5-26 The City of Las Vegas shall disburse the money appropriated by this

5-27 subsection within 30 days after receipt from the state.

5-28 2. Any remaining balance of the appropriation made by subsection 1

5-29 must not be committed for expenditure after June 30, 2001, and reverts to

5-30 the state general fund as soon as all payments of money committed have

5-31 been made.

5-32 Sec. 15. 1. There is hereby appropriated from the state general fund

5-33 to Clark County the sum of $200,000 for the establishment of a pilot

5-34 program to provide guardians ad litem for children who are abused or

5-35 neglected.

5-36 2. Any remaining balance of the appropriation made by subsection 1

5-37 must not be committed for expenditure after June 30, 2001, and reverts to

5-38 the state general fund as soon as all payments of money committed have

5-39 been made.

5-40 Sec. 16. 1. There is hereby appropriated from the state general fund

5-41 to the Office of the Attorney General the sum of $50,000 for disbursement

5-42 to the Nevada Network for Domestic Violence to provide statewide training

6-1 of welfare intake workers to identify victims of domestic violence, refer

6-2 them to appropriate services and follow up as necessary.

6-3 2. Any remaining balance of the appropriation made by subsection 1

6-4 must not be committed for expenditure after June 30, 2001, and reverts to

6-5 the state general fund as soon as all payments of money committed have

6-6 been made.

6-7 Sec. 17. 1. There is hereby appropriated from the state general fund

6-8 to the City of Sparks the sum of $100,000 for the remodeling and

6-9 renovation of the Sparks Heritage Museum.

6-10 2. Any remaining balance of the appropriation made by subsection 1

6-11 must not be committed for expenditure after June 30, 2001, and reverts to

6-12 the state general fund as soon as all payments of money committed have

6-13 been made.

6-14 Sec. 18. 1. There is hereby appropriated from the state general fund

6-15 to Clark County the sum of $200,000 for distribution to the nonprofit

6-16 organization Greater Las Vegas Inner-City Games for the continuation of

6-17 sports, educational and cultural activities in the Greater Las Vegas area.

6-18 2. Any remaining balance of the appropriation made by subsection 1

6-19 must not be committed for expenditure after June 30, 2001, and reverts to

6-20 the state general fund as soon as all payments of money committed have

6-21 been made.

6-22 Sec. 19. 1. There is hereby appropriated from the state general fund

6-23 to the Office of the Governor the sum of $200,000 for use by the Nevada

6-24 Commission for National and Community Service to pay a portion of the

6-25 costs to provide AmeriCorps programs in Nevada.

6-26 2. Any remaining balance of the appropriation made by subsection 1

6-27 must not be committed for expenditure after June 30, 2001, and reverts to

6-28 the state general fund as soon as all payments of money committed have

6-29 been made.

6-30 Sec. 20. 1. There is hereby appropriated from the state general fund

6-31 to the City of Las Vegas the sum of $500,000 for funding of the activities

6-32 of the California-Nevada Super Speed Ground Transportation Commission.

6-33 2. Any remaining balance of the appropriation made by subsection 1

6-34 must not be committed for expenditure after June 30, 2001, and reverts to

6-35 the state general fund as soon as all payments of money committed have

6-36 been made.

6-37 Sec. 21. 1. There is hereby appropriated from the state general fund

6-38 to Clark County for distribution to the Enterprise Community Federal

6-39 Credit Union the sum of $100,000 for the funding of small business loans

6-40 and for additional operating expenses related to the expansion of the

6-41 services provided by the credit union.

6-42 2. Any remaining balance of the appropriation made by subsection 1

6-43 must not be committed for expenditure after June 30, 2001, and reverts to

7-1 the state general fund as soon as all payments of money committed have

7-2 been made.

7-3 Sec. 22. 1. There is hereby appropriated from the state general fund

7-4 to the Fernley Town Board the sum of $40,000 for restoration of the

7-5 Fernley Train Depot.

7-6 2. Any remaining balance of the appropriation made by subsection 1

7-7 must not be committed for expenditure after June 30, 2001, and reverts to

7-8 the state general fund as soon as all payments of money committed have

7-9 been made.

7-10 Sec. 23. 1. There is hereby appropriated from the state general fund

7-11 to the City of Henderson the sum of $500,000 for disbursement to

7-12 Opportunity Village to assist in the construction of a new facility.

7-13 2. Any remaining balance of the appropriation made by subsection 1

7-14 must not be committed for expenditure after June 30, 2001, and reverts to

7-15 the state general fund as soon as all payments of money committed have

7-16 been made.

7-17 Sec. 24. 1. There is hereby appropriated from the state general fund

7-18 to Humboldt County the sum of $350,000 for certain improvements to the

7-19 Juvenile Detention Center of the Sixth Judicial District.

7-20 2. Any remaining balance of the appropriation made by subsection 1

7-21 must not be committed for expenditure after June 30, 2001, and reverts to

7-22 the state general fund as soon as all payments of money committed have

7-23 been made.

7-24 Sec. 25. 1. There is hereby appropriated from the state general fund

7-25 to the City of Las Vegas for distribution to the nonprofit corporation

7-26 designated "The Shade Tree" the sum of $200,000 for the construction of a

7-27 facility to provide emergency shelter for women and children.

7-28 2. Any remaining balance of the appropriation made by subsection 1

7-29 must not be committed for expenditure after June 30, 2001, and reverts to

7-30 the state general fund as soon as all payments of money committed have

7-31 been made.

7-32 Sec. 26. 1. There is hereby appropriated from the state general fund

7-33 to the Department of Museums, Library and Arts the sum of $50,000 for

7-34 the production of the Nevada History CD-ROM Project.

7-35 2. Any remaining balance of the appropriation made by subsection 1

7-36 must not be committed for expenditure after June 30, 2001, and reverts to

7-37 the state general fund as soon as all payments of money committed have

7-38 been made.

7-39 Sec. 27. 1. There is hereby appropriated from the state general fund

7-40 to the Department of Museums, Library and Arts the sum of $100,000 for

7-41 disbursement to the Las Vegas Performing Arts Center to assist in the

7-42 construction of a performing arts center.

8-1 2. Any remaining balance of the appropriation made by subsection 1

8-2 must not be committed for expenditure after June 30, 2003, and reverts to

8-3 the state general fund as soon as all payments of money committed have

8-4 been made.

8-5 Sec. 28. 1. There is hereby appropriated from the state general fund

8-6 to Clark County the sum of $100,000 for disbursement to the Old

8-7 Logandale School Historical and Cultural Society for the restoration of the

8-8 historic Logandale Elementary School.

8-9 2. Any remaining balance of the appropriation made by subsection 1

8-10 must not be committed for expenditure after June 30, 2001, and reverts to

8-11 the state general fund as soon as all payments of money committed have

8-12 been made.

8-13 Sec. 29. 1. There is hereby appropriated from the state general fund

8-14 to the legislative fund the sum of $10,000 for expenditure by the Close Up

8-15 Foundation of Nevada, an organization that helps high school pupils attend

8-16 the Nevada Legislature during the legislative session.

8-17 2. Allocations from the appropriation made by subsection 1 must be

8-18 approved by the Legislative Commission upon its acceptance of a proposal

8-19 for the expenditure of money appropriated by subsection 1 by the Close Up

8-20 Foundation.

8-21 3. Any remaining balance of the appropriation made by subsection 1

8-22 must not be committed for expenditure after June 30, 2001, and reverts to

8-23 the state general fund as soon as all payments of money committed have

8-24 been made.

8-25 Sec. 30. 1. There is hereby appropriated from the state general fund

8-26 to the Department of Museums, Library and Arts the sum of $25,000 for

8-27 disbursement to the Las Vegas Art Museum for the procurement of new

8-28 exhibits and enhancement of the permanent collection.

8-29 2. Any remaining balance of the appropriation made by subsection 1

8-30 must not be committed for expenditure after June 30, 2001, and reverts to

8-31 the state general fund as soon as all payments of money committed have

8-32 been made.

8-33 Sec. 31. 1. There is hereby appropriated from the state general fund

8-34 to the Department of Museums, Library and Arts the sum of $10,000 for

8-35 disbursement to the Charleston Heights Art Center for student participation

8-36 in after-school programs of drama and art.

8-37 2. Any remaining balance of the appropriation made by subsection 1

8-38 must not be committed for expenditure after June 30, 2001, and reverts to

8-39 the state general fund as soon as all payments of money committed have

8-40 been made.

9-1 Sec. 32. 1. There is hereby appropriated from the state general fund

9-2 to the City of Yerington the sum of $50,000 for disbursement to the Mason

9-3 Valley Boys and Girls Club to assist in the construction of a facility and to

9-4 provide operating expenses for the facility.

9-5 2. Any remaining balance of the appropriation made by subsection 1

9-6 must not be committed for expenditure after June 30, 2001, and reverts to

9-7 the state general fund as soon as all payments of money committed have

9-8 been made.

9-9 Sec. 33. 1. There is hereby appropriated from the state general fund

9-10 to the Department of Museums, Library and Arts the sum of $50,000 for

9-11 disbursement to the Las Vegas Lied Discovery Children’s Museum for the

9-12 procurement of new exhibits and enhancement of the permanent collection.

9-13 2. Any remaining balance of the appropriation made by subsection 1

9-14 must not be committed for expenditure after June 30, 2001, and reverts to

9-15 the state general fund as soon as all payments of money committed have

9-16 been made.

9-17 Sec. 34. 1. There is hereby appropriated from the state general fund

9-18 to the Department of Museums, Library and Arts the sum of $50,000 for

9-19 disbursement to the Las Vegas Natural History Museum for the

9-20 procurement of new exhibits and enhancement of the permanent collection.

9-21 2. Any remaining balance of the appropriation made by subsection 1

9-22 must not be committed for expenditure after June 30, 2001, and reverts to

9-23 the state general fund as soon as all payments of money committed have

9-24 been made.

9-25 Sec. 35. 1. There is hereby appropriated from the state general fund

9-26 to the Department of Museums, Library and Arts the sum of $100,000 for

9-27 disbursement to the Carson City Children’s Museum for the procurement of

9-28 new exhibits and enhancement of the permanent collection.

9-29 2. Any remaining balance of the appropriation made by subsection 1

9-30 must not be committed for expenditure after June 30, 2001, and reverts to

9-31 the state general fund as soon as all payments of money committed have

9-32 been made.

9-33 Sec. 36. 1. There is hereby appropriated from the state general fund

9-34 to the Division of State Parks the sum of $19,500 for the purchase of a

9-35 patrol boat for use at the Lake Tahoe State Park at Sand Harbor.

9-36 2. Any remaining balance of the appropriation made by subsection 1

9-37 must not be committed for expenditure after June 30, 2001, and reverts to

9-38 the state general fund as soon as all payments of money committed have

9-39 been made.

9-40 Sec. 37. 1. There is hereby appropriated from the state general fund

9-41 to the Division of State Library and Archives the sum of $1,000,000 to

9-42 provide grants to public libraries as provided in NRS 378.087.

10-1 2. Any remaining balance of the appropriation made by subsection 1

10-2 must not be committed for expenditure after June 30, 2001, and reverts to

10-3 the state general fund as soon as all payments of money committed have

10-4 been made.

10-5 Sec. 38. This act becomes effective on July 1, 1999.
