CHAPTER........
AN ACT relating to emergency management; requiring the chief of the division of emergency
management of the department of motor vehicles and public safety to assist in the
development of comprehensive, coordinated plans for emergency management; and
providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. NRS 414.040 is hereby amended to read as follows: 414.040 1. A division of emergency management is hereby created1-3
within the department of motor vehicles and public safety. The chief of the1-4
division is appointed by and holds office at the pleasure of the director of1-5
the department of motor vehicles and public safety. The division is the state1-6
agency for civil defense and the chief is the state’s director of civil defense.1-7
2. The chief may employ technical, clerical, stenographic and other1-8
personnel as may be required, and may make such expenditures therefor1-9
and for other expenses of his office within the appropriation therefor, or1-10
from other money made available to him for purposes of emergency1-11
management, as may be necessary to carry out the purposes of this chapter.1-12
3. The chief, subject to the direction and control of the director, shall1-13
carry out the program for emergency management in this state. He shall1-14
coordinate the activities of all organizations for emergency management1-15
within the state, maintain liaison with and cooperate with agencies and1-16
organizations of other states and of the Federal Government for emergency1-17
management and carry out such additional duties as may be prescribed by1-18
the director.1-19

(a) Eliminate or reduce the probability that an emergency will occur or1-29
to reduce the effects of unavoidable disasters;1-30
(b) Prepare state and local governmental agencies, private organizations1-31
and other persons to be capable of responding appropriately if an1-32
emergency occurs by fostering the adoption of plans for emergency1-33
operations, the training of necessary personnel and the acquisition of1-34
necessary resources;1-35
(c) Test periodically plans for emergency operations to ensure that the1-36
activities of state and local governmental agencies, private organizations1-37
and other persons are coordinated;2-1
(d) Provide assistance to victims, prevent further injury or damage to2-2
persons or property and increase the effectiveness of recovery operations;2-3

and return persons and property affected by an emergency to a condition2-6
that is comparable to what existed before the emergency occurred.2-7
Sec. 2. This act becomes effective upon passage and approval.~
