ASSEMBLY CONCURRENT RESOLUTION—Urging the Bureau of Licensure and
Certification of the Health Division of the Department of Human Resources to use a
continuous quality improvement approach to monitor the quality of care provided
to residents of certain facilities for long-term care.

Whereas, The Bureau of Licensure and Certification of the Health1-2
Division of the Department of Human Resources is required pursuant to1-3
federal law to perform an annual survey of nursing facilities funded by1-4
Medicaid and skilled nursing facilities funded by Medicare to monitor the1-5
quality of care provided to residents of such facilities; and1-6
Whereas, The results of the surveys conducted by the Bureau of1-7
Licensure and Certification assist consumers in choosing a nursing facility1-8
for themselves or their loved ones; and1-9
Whereas, The Bureau of Licensure and Certification has been required1-10
by federal law to use the system currently used for monitoring the quality1-11
of care provided to residents of such facilities for approximately 10 years;1-12
and1-13
Whereas, The system currently used for monitoring the quality of care1-14
provided to residents of such facilities does not take advantage of existing1-15
computer technology to improve the quality of the results of the survey;1-16
and1-17
Whereas, The system currently used for monitoring the quality of care1-18
provided to residents of such facilities only collects data approximately2-1
once a year, and thus the results of the surveys are not based on updated2-2
information; and2-3
Whereas, Such facilities regularly submit data electronically to the2-4
Bureau of Licensure and Certification concerning the quality of care2-5
received by their residents; and2-6
Whereas, Software currently exists for organizing such electronic data2-7
to assist in comparing data concerning the quality of care provided to2-8
residents of such facilities over time and among facilities; and2-9
Whereas, Using such electronic data and software will enable the2-10
Bureau of Licensure and Certification to better evaluate and monitor the2-11
quality of care provided to residents of nursing facilities and skilled2-12
nursing facilities in this state, which will result in better information for2-13
consumers of long-term care; now, therefore, be it2-14
Resolved by the Assembly of the State of Nevada, the Senate2-15
Concurring, That the Legislature hereby encourages the Bureau of2-16
Licensure and Certification of the Health Division of the Department of2-17
Human Resources to use, simultaneously with the system currently2-18
required by federal law, a continuous quality improvement approach which2-19
focuses on measuring the well-being and satisfaction of residents of2-20
nursing facilities and skilled nursing facilities to monitor the quality of care2-21
provided to residents of such facilities, including, without limitation, using2-22
information submitted electronically by the facilities and software for2-23
organizing and evaluating such information; and be it further2-24
Resolved, That the Chief Clerk of the Assembly prepare and transmit2-25
a copy of this resolution to the Chief of the Bureau of Licensure and2-26
Certification of the Health Division of the Department of Human2-27
Resources.~
