ASSEMBLY CONCURRENT RESOLUTIONUrging the Bureau of Licensure and

Certification of the Health Division of the Department of Human Resources to use a

continuous quality improvement approach to monitor the quality of care provided

to residents of certain facilities for long-term care.

1-1 Whereas, The Bureau of Licensure and Certification of the Health

1-2 Division of the Department of Human Resources is required pursuant to

1-3 federal law to perform an annual survey of nursing facilities funded by

1-4 Medicaid and skilled nursing facilities funded by Medicare to monitor the

1-5 quality of care provided to residents of such facilities; and

1-6 Whereas, The results of the surveys conducted by the Bureau of

1-7 Licensure and Certification assist consumers in choosing a nursing facility

1-8 for themselves or their loved ones; and

1-9 Whereas, The Bureau of Licensure and Certification has been required

1-10 by federal law to use the system currently used for monitoring the quality

1-11 of care provided to residents of such facilities for approximately 10 years;

1-12 and

1-13 Whereas, The system currently used for monitoring the quality of care

1-14 provided to residents of such facilities does not take advantage of existing

1-15 computer technology to improve the quality of the results of the survey;

1-16 and

1-17 Whereas, The system currently used for monitoring the quality of care

1-18 provided to residents of such facilities only collects data approximately

2-1 once a year, and thus the results of the surveys are not based on updated

2-2 information; and

2-3 Whereas, Such facilities regularly submit data electronically to the

2-4 Bureau of Licensure and Certification concerning the quality of care

2-5 received by their residents; and

2-6 Whereas, Software currently exists for organizing such electronic data

2-7 to assist in comparing data concerning the quality of care provided to

2-8 residents of such facilities over time and among facilities; and

2-9 Whereas, Using such electronic data and software will enable the

2-10 Bureau of Licensure and Certification to better evaluate and monitor the

2-11 quality of care provided to residents of nursing facilities and skilled

2-12 nursing facilities in this state, which will result in better information for

2-13 consumers of long-term care; now, therefore, be it

2-14 Resolved by the Assembly of the State of Nevada, the Senate

2-15 Concurring, That the Legislature hereby encourages the Bureau of

2-16 Licensure and Certification of the Health Division of the Department of

2-17 Human Resources to use, simultaneously with the system currently

2-18 required by federal law, a continuous quality improvement approach which

2-19 focuses on measuring the well-being and satisfaction of residents of

2-20 nursing facilities and skilled nursing facilities to monitor the quality of care

2-21 provided to residents of such facilities, including, without limitation, using

2-22 information submitted electronically by the facilities and software for

2-23 organizing and evaluating such information; and be it further

2-24 Resolved, That the Chief Clerk of the Assembly prepare and transmit

2-25 a copy of this resolution to the Chief of the Bureau of Licensure and

2-26 Certification of the Health Division of the Department of Human

2-27 Resources.
