ASSEMBLY CONCURRENT RESOLUTION—Directing the Legislative Commission to
appoint an interim committee to continue the review and evaluation of the services and
treatment provided to mentally ill persons in this state.

Whereas, The population of mentally ill persons residing in this state1-2
has increased dramatically during this past decade; and1-3
Whereas, There has been a growth in the need for community-based1-4
treatment as a result of the deinstitutionalization of mentally ill persons;1-5
and1-6
Whereas, Already overcrowded jails are housing mentally ill persons1-7
without the resources or personnel to provide the treatment or social1-8
services that are required; and1-9
Whereas, The coordination of services provided to mentally ill persons1-10
by law enforcement agencies, the courts, emergency management1-11
agencies, and crisis and case management teams is required to ensure that1-12
treatment is provided to mentally ill persons efficiently and in the least1-13
restrictive environment; and1-14
Whereas, Senate Concurrent Resolution No. 60 of the 69th Legislative1-15
Session directed the Legislative Commission to appoint a committee to1-16
review and evaluate the criteria for determining whether a person is1-17
mentally ill and the feasibility of adopting a program of outpatient civil1-18
commitment; and2-1
Whereas, Further review of the mental health services provided to2-2
persons in this state is necessary to ensure that mentally ill persons receive2-3
the care necessary to allow them to lead more productive lives; now,2-4
therefore, be it2-5
Resolved by the Assembly of the State of Nevada, the Senate2-6
Concurring, That the Legislative Commission is hereby directed to2-7
appoint an interim committee, composed of members of the Assembly and2-8
members of the Senate, to continue the study of services and treatment2-9
provided to mentally ill persons in this state, including, without limitation,2-10
an examination, review and evaluation of the:2-11
1. Services that are available to mentally ill persons from public and2-12
private agencies in this state and the manner in which those services are2-13
delivered;2-14
2. Standards used to determine whether a person is mentally ill for the2-15
purposes of evaluation and treatment;2-16
3. Resources that are needed to provide the care that is required and2-17
the fiscal impact of providing those resources on the state and local2-18
governments;2-19
4. Feasibility of coordinating services and treatment provided to2-20
mentally ill persons by various public and private agencies; and2-21
5. Programs instituted in other states that may serve as models for2-22
programs for treating mentally ill persons in this state, including, without2-23
limitation, a program of outpatient civil commitment for persons who are2-24
mentally ill; and be it further2-25
Resolved, That any recommended legislation proposed by the2-26
committee must be approved by a majority of the members of the2-27
Assembly appointed to the committee and a majority of the members of2-28
the Senate appointed to the committee; and be it further2-29
Resolved, That the Legislative Commission submit a report of the2-30
results of the study and any recommended legislation to the 71st session of2-31
the Nevada Legislature.~
