ASSEMBLY CONCURRENT RESOLUTIONUrging the Department of Human Resources

to provide reimbursement for the cost of living in an assisted living facility for recipients of

Medicaid in appropriate circumstances.

1-1 Whereas, The cost of institutional long-term care is very high and

1-2 continues to rise; and

1-3 Whereas, Studies indicate that, given a choice, people prefer to live in

1-4 an assisted living facility that provides long-term care rather than in an

1-5 institution, such as a nursing home; and

1-6 Whereas, Assisted living facilities offer a less expensive alternative to

1-7 institutional long-term care and an environment that allows residents to

1-8 maintain independence, dignity and privacy; and

1-9 Whereas, The Medicaid program in this state currently provides

1-10 reimbursement for the cost of institutional long-term care but does not

1-11 provide reimbursement for the cost of living in an assisted living facility,

1-12 making these facilities inaccessible to lower income persons in this state;

1-13 and

1-14 Whereas, If the Medicaid program provided reimbursement for the

1-15 cost of living in an assisted living facility for its recipients in appropriate

1-16 circumstances, the State of Nevada would save money and recipients of

1-17 Medicaid would enjoy a better quality of life; now, therefore, be it

2-1 Resolved by the Assembly of the State of Nevada, the Senate

2-2 Concurring, That the Nevada Legislature hereby urges the Department

2-3 of Human Resources to amend the state plan for Medicaid to provide

2-4 reimbursement for the cost of living in an assisted living facility in

2-5 appropriate circumstances; and be it further

2-6 Resolved, That the Department of Human Resources is hereby urged

2-7 to provide by regulation for a procedure to allow an assisted living facility

2-8 that is not licensed in this state to participate as a Medicaid provider to the

2-9 extent that it is authorized by the Health Care Financing Administration of

2-10 the United States Department of Health and Human Services; and be it

2-11 further

2-12 Resolved, That the Chief Clerk of the Assembly prepare and transmit

2-13 a copy of this resolution to the Director of the Department of Human

2-14 Resources.
