ASSEMBLY CONCURRENT RESOLUTION—Directing the Legislative Commission to
conduct an interim study of the requirements for reapportionment and redistricting in the
State of Nevada.

Whereas, The 71st session of the Nevada Legislature will be required1-2
to reapportion and redistrict the election districts for the members of the1-3
Legislature, the members in the United States House of Representatives1-4
from the State of Nevada, the Board of Regents of the University of1-5
Nevada System and the State Board of Education; and1-6
Whereas, The Bureau of the Census of the United States Department1-7
of Commerce is required to deliver redistricting data from the decennial1-8
census in 2000 to the states not later than April 1, 2001, when the Nevada1-9
Legislature already will be in session; and1-10
Whereas, The amount of data from the census in 2000 and the1-11
necessity to accomplish reapportionment and redistricting in an1-12
expeditious manner during the 71st legislative session will require1-13
additional computer software and extensive preparation and testing to1-14
allow for the generation and analysis of proposals concerning1-15
reapportionment and redistricting; and1-16
Whereas, The reapportionment and redistricting must comply with1-17
current case law and constitutional and statutory legal requirements; and1-18
Whereas, The Nevada Legislature has been working with the Bureau1-19
of the Census on the Block Boundary Suggestion Program and other1-20
programs in preparation for the census in 2000 and the process of1-21
reapportionment and redistricting; now, therefore, be it2-1
Resolved by the Assembly of the State of Nevada, the Senate2-2
Concurring, That the Legislative Commission is hereby directed to2-3
study the requirements for reapportionment and redistricting in this state in2-4
conjunction with the data from the decennial census of 2000; and be it2-5
further2-6
Resolved, That the study include:2-7
1. A continuing examination and monitoring of any redistricting2-8
systems established or recommended by the 70th session of the Nevada2-9
Legislature, or to be established pursuant to any legislation enacted by the2-10
70th session of the Nevada Legislature, including the requirements for2-11
computer equipment, computer software and the training of personnel;2-12
2. A review of the case law concerning the legal requirements for2-13
reapportionment and redistricting;2-14
3. A review of the programs concerning planning for reapportionment2-15
and redistricting in other states;2-16
4. The continuation of the state’s participation in the programs of the2-17
Bureau of the Census; and2-18
5. The participation in a program of the Bureau of the Census to2-19
increase the awareness of the general public concerning the census to2-20
ensure a complete and accurate count of all Nevadans in the year 2000;2-21
and be it further2-22
Resolved, That the Legislative Commission may enter into contracts2-23
or other necessary agreements to establish and test reapportionment and2-24
redistricting programs and computer equipment to provide for the timely2-25
and efficient commencement of data processing for reapportionment and2-26
redistricting before the legislature convenes in 2001; and be it further2-27
Resolved, That no action may be taken by the study committee on2-28
recommended legislation unless it receives a majority vote of the2-29
Assemblymen on the committee and a majority vote of the Senators on the2-30
committee; and be it further2-31
Resolved, That the Legislative Commission report to the 71st session2-32
of the Nevada Legislature the results of the study and any action taken in2-33
preparation for and any recommendations concerning reapportionment and2-34
redistricting.~
