1-1 Whereas, The population of Nevada has increased significantly in

1-2 recent years and, because of that increase, many roads and streets that are

1-3 owned, controlled or maintained by counties and cities in this state are

1-4 experiencing a substantial increase in use by motorists from within a large

1-5 area of the county or city which has resulted in an increase in the cost to

1-6 maintain those roads and streets; and

1-7 Whereas, Certain highways that are included in the system of

1-8 highways maintained by the Department of Transportation serve motorists

1-9 from within a smaller area of a county or city and are not used as

1-10 frequently as many of the roads and streets maintained by counties or

1-11 cities; and

1-12 Whereas, Certain highways that are included in that system do not

1-13 connect to any other highway that is included in the system; and

1-14 Whereas, Transferring the ownership or control of or the responsibility

1-15 for maintaining those highways in exchange for roads and streets that are

1-16 owned, controlled or maintained by counties or cities and are determined

1-17 by the Director of the Department of Transportation to be appropriate for

1-18 inclusion in the system would help to reduce the cost to maintain those

1-19 roads and streets; now, therefore, be it

1-20 Resolved by the Assembly of the State of Nevada, the Senate

1-21 Concurring, That the Director of the Department of Transportation is

1-22 hereby directed to conduct an interim study to determine the feasibility of

2-1 transferring the ownership or control of or the responsibility for

2-2 maintaining a highway that is included in the system of highways

2-3 maintained by the Department to a county or city in this state in exchange

2-4 for roads or streets that are owned, controlled or maintained by the county

2-5 or city and are determined by the Director to be appropriate for inclusion

2-6 in the system; and be it further

2-7 Resolved, That the study must be conducted in cooperation with the

2-8 board of county commissioners and the city council or other appropriate

2-9 governmental body of each county and city in this state in which a road or

2-10 street is located that the Director determines may be appropriate for

2-11 inclusion in the system; and be it further

2-12 Resolved, That the Director of the Department of Transportation

2-13 submit a written report of the results of the study and any

2-14 recommendations for legislation to the Director of the Legislative Counsel

2-15 Bureau for transmittal to the 71st session of the Nevada Legislature; and be

2-16 it further

2-17 Resolved, That the Chief Clerk of the Assembly prepare and transmit

2-18 a copy of this resolution to the Director of the Department of

2-19 Transportation.
