ASSEMBLY CONCURRENT RESOLUTION—Directing the Director of the Department of
Transportation to conduct an interim study to determine the feasibility of transferring certain
highways owned, controlled or maintained by the state to counties or cities in
this state in exchange for certain roads or streets that are owned, controlled or
maintained by those counties or cities.

Whereas, The population of Nevada has increased significantly in1-2
recent years and, because of that increase, many roads and streets that are1-3
owned, controlled or maintained by counties and cities in this state are1-4
experiencing a substantial increase in use by motorists from within a large1-5
area of the county or city which has resulted in an increase in the cost to1-6
maintain those roads and streets; and1-7
Whereas, Certain highways that are included in the system of1-8
highways maintained by the Department of Transportation serve motorists1-9
from within a smaller area of a county or city and are not used as1-10
frequently as many of the roads and streets maintained by counties or1-11
cities; and1-12
Whereas, Certain highways that are included in that system do not1-13
connect to any other highway that is included in the system; and1-14
Whereas, Transferring the ownership or control of or the responsibility1-15
for maintaining those highways in exchange for roads and streets that are1-16
owned, controlled or maintained by counties or cities and are determined1-17
by the Director of the Department of Transportation to be appropriate for1-18
inclusion in the system would help to reduce the cost to maintain those1-19
roads and streets; now, therefore, be it1-20
Resolved by the Assembly of the State of Nevada, the Senate1-21
Concurring, That the Director of the Department of Transportation is1-22
hereby directed to conduct an interim study to determine the feasibility of2-1
transferring the ownership or control of or the responsibility for2-2
maintaining a highway that is included in the system of highways2-3
maintained by the Department to a county or city in this state in exchange2-4
for roads or streets that are owned, controlled or maintained by the county2-5
or city and are determined by the Director to be appropriate for inclusion2-6
in the system; and be it further2-7
Resolved, That the study must be conducted in cooperation with the2-8
board of county commissioners and the city council or other appropriate2-9
governmental body of each county and city in this state in which a road or2-10
street is located that the Director determines may be appropriate for2-11
inclusion in the system; and be it further2-12
Resolved, That the Director of the Department of Transportation2-13
submit a written report of the results of the study and any2-14
recommendations for legislation to the Director of the Legislative Counsel2-15
Bureau for transmittal to the 71st session of the Nevada Legislature; and be2-16
it further2-17
Resolved, That the Chief Clerk of the Assembly prepare and transmit2-18
a copy of this resolution to the Director of the Department of2-19
Transportation.~
