ASSEMBLY CONCURRENT RESOLUTION—Directing the Director of the Department of
Transportation to conduct an interim study to determine the feasibility of transferring certain
highways owned, controlled or maintained by the state to counties or cities in
this state in exchange for certain roads or streets that are owned, controlled or
maintained by those counties or cities.

Whereas, The population of Nevada has increased significantly in1-2
recent years and, because of that increase, many roads and streets that are1-3
owned, controlled or maintained by counties and cities in this state are1-4
experiencing a substantial increase in use by motorists from within a large1-5
area of the county or city which has resulted in an increase in the cost to1-6
maintain those roads and streets; and1-7
Whereas, Certain highways that are included in the system of highways1-8
maintained by the Department of Transportation serve motorists from1-9
within a smaller area of a county or city and are not used as frequently as1-10
many of the roads and streets maintained by counties or cities; and1-11
Whereas, Certain highways that are included in that system do not1-12
connect to any other highway that is included in the system; and1-13
Whereas, Transferring the ownership or control of or the responsibility1-14
for maintaining those highways in exchange for roads and streets that are1-15
owned, controlled or maintained by counties or cities and are determined1-16
by the appropriate governmental bodies of the counties and cities in which1-17
the roads or streets are located and the Director of the Department of1-18
Transportation to be appropriate for exchange would help to reduce the1-19
cost to maintain those roads and streets for the Department of1-20
Transportation and for the counties and cities in which the roads and streets1-21
are located; now, therefore, be it2-1
Resolved by the Assembly of the State of Nevada, the Senate2-2
Concurring, That the Director of the Department of Transportation is2-3
hereby directed to conduct an interim study to determine the feasibility of2-4
transferring the ownership or control of or the responsibility for2-5
maintaining a highway that is included in the system of highways2-6
maintained by the Department to a county or city in this state in exchange2-7
for roads or streets that are owned, controlled or maintained by the county2-8
or city and are determined by the Director and by the appropriate2-9
governmental bodies of the counties and cities in which the roadway is2-10
located to be appropriate for exchange; and be it further2-11
Resolved, That the Director of the Department of Transportation2-12
consult with the board of county commissioners and the city council or2-13
other appropriate governmental body of each county and city in this state to2-14
determine the roadways for inclusion in the study; and be it further2-15
Resolved, That the study must be conducted in cooperation with the2-16
board of county commissioners and the city council or other appropriate2-17
governmental body of each county and city in this state in which a road or2-18
street is located that is included in the study; and be it further2-19
Resolved, That upon the completion of the study on an area of the2-20
state, the Director of the Department of Transportation and the appropriate2-21
governmental body of each county and city in which a roadway that is2-22
determined to be appropriate for exchange is located are encouraged,2-23
within their respective legal authorities and budgetary limits, to accomplish2-24
an exchange of roadways as soon as possible; and be it further2-25
Resolved, That the Director of the Department of Transportation2-26
submit a written report of the results of the study, any exchanges that have2-27
been accomplished and any recommendations for legislation to the Director2-28
of the Legislative Counsel Bureau for transmittal to the 71st session of the2-29
Nevada Legislature; and be it further2-30
Resolved, That the Chief Clerk of the Assembly prepare and transmit a2-31
copy of this resolution to the Director of the Department of Transportation.~
