ASSEMBLY CONCURRENT RESOLUTIONMemorializing the former Mayor of the City

of North Las Vegas, James Kent Seastrand.

1-1 Whereas, Nevadans were deeply saddened by the passing of Jim

1-2 Seastrand on November 2, 1997; and

1-3 Whereas, James "Jim" Kent Seastrand was born in American Fork,

1-4 Utah, on June 24, 1929; and

1-5 Whereas, Following his graduation from American Fork High School,

1-6 Jim Seastrand attended L.D.S. Business College in Salt Lake City, Utah,

1-7 and graduated in 1954 from Brigham Young University, earning a degree

1-8 in marketing and business administration; and

1-9 Whereas, After serving as an officer and Morman Chaplain in the

1-10 United States Air Force during the Korean War and attaining the rank of

1-11 captain, Jim Seastrand began a successful career in business as the owner

1-12 and President of Vegas Village Shopping Corporation, and earned the trust

1-13 of many in his community; and

1-14 Whereas, His unquestioned integrity led to his appointment to fill a

1-15 vacancy on the North Las Vegas City Council in 1973 when North Las

1-16 Vegas was a relatively nondescript city in the shadows of Las Vegas; and

1-17 Whereas, After serving on the North Las Vegas City Council for 6 1/2

1-18 years, Jim Seastrand was elected Mayor, and served the city for 16 years in

1-19 that office; and

1-20 Whereas, Under the diplomatic leadership of Jim Seastrand, the

1-21 downtown area of North Las Vegas was revitalized by the initiation of an

1-22 ambitious redevelopment program and the vast northern valley was opened

1-23 up for the development of planned communities; and

2-1 Whereas, Mayor Seastrand used his training in management and

2-2 business as a force in stabilizing the resulting growth of the city as it

2-3 doubled its population during his 22 1/2 years of public service; and

2-4 Whereas, As Mayor, Jim Seastrand strove to represent all of the

2-5 residents in the community and helped initiate programs such as "Make a

2-6 Difference Day" which put city employees into the community for service

2-7 work; and

2-8 Whereas, Jim Seastrand helped bring his city out of the shadows of Las

2-9 Vegas and give the community its own identity and positive image; and

2-10 Whereas, Because of his many accomplishments and contributions to

2-11 his community and this state, Jim Seastrand was honored in 1990 as

2-12 "Nevada Public Official of the Year"; and

2-13 Whereas, In his capacity as a leader in the Church of Jesus Christ of

2-14 Latter-Day Saints, Jim Seastrand served as a Bishop, a Regional

2-15 Representative of the Quorum of the Twelve Apostles, a District President

2-16 in the British Mission, President of the North Las Vegas Stake and Mission

2-17 Leader for his ward, and Chairman of the Las Vegas Temple Building

2-18 Committee, and he authored the religious book Journey to Eternal Life and

2-19 Distractions Along the Way; and

2-20 Whereas, Jim Seastrand was further involved in his community as

2-21 Chairman of the Nellis Air Force Base Civilian Military Council, as a

2-22 member of the Nevada Development Authority Executive Board and as a

2-23 Board Member of the Las Vegas Convention and Visitors Authority; and

2-24 Whereas, Jim Seastrand received the Silver Beaver Award from the

2-25 Boy Scouts of America in recognition of his contributions to the young

2-26 people of that organization, including his persistent encouragement to all

2-27 young people to get involved in politics so that they could make a

2-28 difference in the world; and

2-29 Whereas, In 1996, while serving as the Chairman of the Lake Mead

2-30 Hospital Medical Center, Jim Seastrand was presented with the

2-31 commendation of "Trustee of Excellence" for his contributions to that

2-32 organization; and

2-33 Whereas, Jim Seastrand received an Honorary Doctorate Degree from

2-34 National University and an Honorary Associate’s Degree from Clark

2-35 County Community College for his efforts in the field of education; and

2-36 Whereas, In 1997, Jim Seastrand was presented with the illustrious

2-37 Emeritus Special Recognition Award by his alma mater for his community

2-38 service as a businessman and public official; and

2-39 Whereas, The "Jim Seastrand Helping Hands of North Las Vegas"

2-40 volunteer organization was formed by the members of the Nevada

2-41 Commission on Aging to aid disabled, elderly and frail persons, in tribute

2-42 to his work in that field and his recent service as a member of the

2-43 Commission; and

3-1 Whereas, Jim Seastrand is survived by his wife of more than 40 years,

3-2 Rosel, his daughter, Pamela Shelline of St. George, Utah, his sons, Scott,

3-3 Douglas and Russell Seastrand, all of Las Vegas, and 15 grandchildren;

3-4 now, therefore, be it

3-5 Resolved by the Assembly of the State of Nevada, the Senate

3-6 Concurring, That the members of the 70th session of the Nevada

3-7 Legislature offer their sincere condolences and heartfelt sympathy to the

3-8 family and friends of James "Jim" Seastrand, a man who left a legacy of

3-9 public service, leading by example and unselfish sharing with his family,

3-10 his church, his community and his state; and be it further

3-11 Resolved, That the Chief Clerk of the Assembly prepare and transmit a

3-12 copy of this resolution to Jim Seastrand’s beloved wife, Rosel.
