ASSEMBLY CONCURRENT RESOLUTIONMemorializing former Legislator and Wolf

Pack Hall of Fame inductee, James C. Bailey.

1-1 Whereas, The members of the 70th Nevada Legislature were deeply

1-2 saddened to learn of the passing of James C. Bailey on March 17, 1999;

1-3 and

1-4 Whereas, James C. Bailey was born on September 29, 1907, in Fallon,

1-5 Nevada, to Charles S. and Victoria Lofthouse Bailey; and

1-6 Whereas, After graduating from Churchill County High School, James

1-7 Bailey attended the University of Nevada, Reno, where he lettered in

1-8 football, basketball and track; and

1-9 Whereas, From 1935 to 1938, James Bailey was a teacher and coach at

1-10 Yerington High School, and in 1936, under his spirited direction, the

1-11 football team won the coveted State Championship; and

2-1 Whereas, The coaching career of James Bailey continued at the

2-2 University of Nevada, Reno, until he left to serve as a Lieutenant

2-3 Commander of the United States Navy during World War II; and

2-4 Whereas, During the 1945-1946 school year, James Bailey returned as

2-5 Principal to Yerington High School where, among other duties, he taught

2-6 trigonometry in his office to the only two students who signed up that year,

2-7 one of whom, Joe Dini, would have close contact with him again in 1967

2-8 when they both served in the Nevada Legislature; and

2-9 Whereas, During his terms as a Nevada Assemblyman from 1957 to

2-10 1966, James Bailey served on the Ways and Means, Roads, Transportation

2-11 and Aviation, Education, and Mines and Mining committees and was

2-12 Minority Floor Leader of the Assembly in 1963; and

2-13 Whereas, During these years, James Bailey was also a member of the

2-14 Western Interstate Committee on Highway Policy Problems, the Joint

2-15 Committee on Financial Affairs and the Legislative Commission, and his

2-16 knowledge in the areas of finance and transportation was utilized further by

2-17 membership on the Finance, Labor and Transportation committees during

2-18 his term as a member of the Nevada Senate in 1967 and as Director of the

2-19 Nevada Motor Vehicles Department from 1967 to 1970; and

2-20 Whereas, In 1967, James Bailey was named one of the first 13 athletes

2-21 inducted into the Wolf Pack Hall of Fame of the University of Nevada,

2-22 Reno, and in 1998 was honored as a member of Nevada’s Team of the

2-23 Century; and

2-24 Whereas, James Bailey’s dedicated service to the residents of Northern

2-25 Nevada was recognized by the Greater Reno Chamber of Commerce who

2-26 presented him with the first Ron Einstoss Community Award in 1977; and

2-27 Whereas, James Bailey is survived by his wife of 52 years, Lola

2-28 Maionchi Bailey, his children, Brynne Marsh, Kathy Ebner and James

2-29 Bailey Jr., all of Reno, and Sherill Evans of Lafayette, California, and his

2-30 nine grandchildren and six great-grandchildren; now, therefore, be it

2-31 Resolved by the Assembly of the State of Nevada, the Senate

2-32 Concurring, That the members of the 70th session of the Nevada

2-33 Legislature extend their heartfelt sympathies to the family and friends of

2-34 James Bailey; and be it further

2-35 Resolved, That James Bailey will be remembered as a great athlete and

2-36 a respected gentleman whose enthusiasm and goodness touched and

2-37 inspired the lives of so many in this state; and be it further

2-38 Resolved, That the Chief Clerk of the Assembly prepare and transmit a

2-39 copy of this resolution to the family of James C. Bailey.
