ASSEMBLY CONCURRENT RESOLUTIONCommending retired Director Peter A. Fenili

for 24 years of service with the Walker River Irrigation District in Yerington, Nevada.

1-1 Whereas, Peter A. Fenili has served as a member of the Board of

1-2 Directors of the Walker River Irrigation District as the representative of

1-3 Division No. 4 since May 5, 1975; and

1-4 Whereas, Peter Fenili, a staunch believer in proper water management

1-5 and fairness in its distribution to all water right holders, was a visionary

1-6 who saw the need for a strong infrastructure to protect water rights and

1-7 properly serve the present and future needs of agriculture and who voted

1-8 consistently to accomplish this ideal; and

2-1 Whereas, As a member of the Board of Directors, Peter Fenili

2-2 consistently stated that the Walker River Irrigation District should be

2-3 staffed by qualified personnel and that the facilities of the District,

2-4 including dams and canals, as well as the equipment, office and

2-5 maintenance shop, should be maintained and their integrity preserved; and

2-6 Whereas, In the early 1980s, when environmental groups launched an

2-7 all-out attack on the water supply of the Walker River Irrigation District by

2-8 filing legal actions on many state and federal fronts in an attempt to gain

2-9 minimum stream flow and minimum stored water rights, causing internal

2-10 conflict and years of costly litigation, the District prevailed in the

2-11 protection of those rights with the help of Peter Fenili; and

2-12 Whereas, During the 6 consecutive years of drought stretching into the

2-13 1990s, Peter Fenili took the lead and suggested innovative management

2-14 practices that extended the limited water supply and allowed agricultural

2-15 interests to survive a possible financial crisis; and

2-16 Whereas, As the Director of the Walker River Irrigation District for 24

2-17 years, Peter Fenili proved himself to be a man of honesty, fairness and

2-18 devotion to the people he served; now, therefore, be it

2-19 Resolved by the Assembly of the State of Nevada, the Senate

2-20 Concurring, That the members of the 70th session of the Nevada

2-21 Legislature do hereby express their appreciation to Peter Fenili for his loyal

2-22 years of service to the members of the Walker River Irrigation District; and

2-23 be it further

2-24 Resolved, That the Nevada Legislature, on behalf of the residents of

2-25 the State of Nevada who have benefited from the dedication of Peter Fenili,

2-26 extend its heartfelt gratitude and best wishes in the future to Peter A. Fenili,

2-27 his wife, Vicki, and daughter, Dana; and be it further

2-28 Resolved, That the Chief Clerk of the Assembly prepare and transmit a

2-29 copy of this resolution to Peter Fenili.
