ASSEMBLY RESOLUTIONCommending the staff of the Legislative Counsel Bureau.

1-1 Whereas, This legislative session is the first session limited to 120

1-2 days; and

1-3 Whereas, The ability to meet this time limitation was dependent upon

1-4 the development of a comprehensive schedule, the coordination of staff

1-5 assignments and, ultimately, the participation of each staff member to

1-6 accomplish in 120 days what had been completed in the longer sessions of

1-7 the past; and

1-8 Whereas, After months of gathering ideas, reviewing needs and

1-9 concerns, and identifying and discussing potential problems, a plan was

1-10 produced, approved and implemented; and

1-11 Whereas, The staff of each division and unit of the Legislative Counsel

1-12 Bureau became involved with the success of this historic session and has

1-13 met this challenge with unparalleled skill, resourcefulness, energy and,

1-14 when necessary, humor; and

1-15 Whereas, In the Administrative Division of the Legislative Counsel

1-16 Bureau, the staff of the Information Systems Unit and the Media Services

1-17 Unit successfully brought new technology to the legislative process, the

1-18 staff of the Buildings Unit, the Grounds Unit and the Janitorial Unit kept

2-1 the building and its grounds safe and looking their best, and the staff of the

2-2 Accounting Unit, the General Services Unit, the Legislative Police, the Las

2-3 Vegas office and the Director’s office, and the session staff in the message

2-4 center, the public bill room, the bill mail room, lobbyist registration and the

2-5 lobbyist center kept the Legislature functioning smoothly; and

2-6 Whereas, The staff of the Audit Division continued to provide the

2-7 Legislature with independent and reliable information about the operations

2-8 of state agencies, programs, activities and functions by presenting audit

2-9 reports and by testifying on legislation to promote accountability in state

2-10 government, and continued to produce their high-quality audits while

2-11 reviewing all legislation within the new time limitations in a quick and

2-12 efficient manner; and

2-13 Whereas, The staff of the Fiscal Analysis Division reviewed the ever-

2-14 increasing budget, bills related to the budget, and budget amendments

2-15 within a greatly condensed period, maintaining their usual accuracy and

2-16 efficiency, reviewed fiscal notes in half the time available in previous

2-17 sessions, provided staff support for the Taxation Committee and responded

2-18 to Legislators’ requests for information concerning budgets and taxation

2-19 promptly and efficiently; and

2-20 Whereas, The staff of the Legal Division exceeded their high standards

2-21 by meeting all deadlines for the drafting of bills and amendments, doing

2-22 more work in less time without sacrificing quality or their meticulous

2-23 attention to detail, while providing legal advice on the usual wide range of

2-24 issues to the Legislature and its staff, fully aware that their dedication and

2-25 long hours were essential to the success of the plan for the 120-day session;

2-26 and

2-27 Whereas, The staff of the Research Division, assisted by its Research

2-28 Library, provided research and analysis of current and proposed public

2-29 programs and policies, furnished thorough and prompt background

2-30 information for use in committees and on the floor of the Nevada

2-31 Assembly, aided committee chairmen by providing administrative and

2-32 technical assistance in the processing of bills to meet the rigorous

2-33 scheduling demands established as a result of the condensed session, and

2-34 responded to an increased number of Legislator and constituent requests in

2-35 a timely, efficient, and thorough manner despite strict time constraints;

2-36 now, therefore, be it

2-37 Resolved by the Assembly of the State of Nevada, That the

2-38 members of the Assembly of the 70th session of the Nevada Legislature do

2-39 hereby express their sincere appreciation and commend the outstanding

2-40 staff of the Legislative Counsel Bureau; and be it further

2-41 Resolved, That May 13, 1999, is hereby designated as Legislative

2-42 Counsel Bureau Staff Appreciation Day in recognition of the exemplary

3-1 service provided to the members of the Assembly and to the residents of the

3-2 State of Nevada; and be it further

3-3 Resolved, That the Chief Clerk of the Assembly prepare and transmit a

3-4 copy of this resolution to Lorne Malkiewich, Director of the Legislative

3-5 Counsel Bureau.
