THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. NRS 373.040 is hereby amended to read as follows: 373.040 1. In counties whose population is 100,000 or more, the1-3
commission must be composed of representatives selected by the following1-4
entities from among their members:1-5
(a) Two by the board.1-6
(b) Two by the governing body of the largest city.1-7
(c) One by the governing body of each additional city in the county.1-8
2. In counties whose population is less than 100,000, the commission1-9
must be composed of representatives selected as follows:1-10
(a) If the county contains a city:1-11
(1) Two by the board.1-12
(2) One by the governing body of the largest city.1-13
(b) If the county contains no city, the board shall select:1-14
(1) Two members of the board; and1-15
(2) One representative of the public, who is a resident of the largest1-16
town, if any, in the county.2-1
3. In Carson City, the commission must be composed of2-2
representatives selected by the board of supervisors as follows:2-3
(a) Two members of the board of supervisors.2-4
(b) One representative of the city at large.2-5
4. The first representatives must be selected within 30 days after2-6
passage of the ordinance creating the commission, and, except as otherwise2-7
provided in2-8
ensuing December 31 of an even-numbered year. The representative of any2-9
city incorporated after passage of the ordinance must be selected within 302-10
days after the first meeting of the governing body, and, except as otherwise2-11
provided in subsection2-12
31 of an even-numbered year. Their successors must serve for terms of 22-13
years, and vacancies must be filled for the unexpired term.2-14
5. In counties whose population is 100,000 or more, but less than2-15
400,000:2-16
(a) One representative selected by the board and one representative2-17
selected by the governing body of the largest city in the county must serve2-18
until the next ensuing December 31 of an even-numbered year; and2-19
(b) One representative selected by the board and one representative2-20
selected by the governing body of the largest city in the county must serve2-21
until the next ensuing December 31 of an odd-numbered year.2-22
6. In counties whose population is 400,000 or more, the first2-23
representatives and the representative of any city incorporated after passage2-24
of the ordinance must serve until the next ensuing June 30 of an odd-2-25
numbered year.2-26
Sec. 2. 1. The board of county commissioners of a county whose2-27
population is 100,000 or more, but less than 400,000, shall, as soon as2-28
practicable after the effective date of this act, designate one current2-29
representative of the regional transportation commission created in that2-30
county pursuant to NRS 373.030 who was selected pursuant to paragraph2-31
(a) of subsection 1 of NRS 373.040 to serve a reduced term of office as a2-32
representative of the commission. The term of office of the designated2-33
representative expires on December 31, 1999.2-34
2. The governing body of the largest city in a county whose population2-35
is 100,000 or more, but less than 400,000, shall, as soon as practicable after2-36
the effective date of this act, designate one current representative of the2-37
regional transportation commission created in that county pursuant to NRS2-38
373.030 who was selected pursuant to paragraph (b) of subsection 1 of2-39
NRS 373.040 to serve a reduced term of office as a representative of the2-40
commission. The term of office of the designated representative expires on2-41
December 31, 1999.3-1
3. The successors of those designated representatives whose terms of3-2
office expire on December 31, 1999, pursuant to this section must serve for3-3
terms of 2 years in accordance with the provisions of NRS 373.040.3-4
4. A designated representative whose term of office expires pursuant to3-5
this section may be selected to succeed himself.~
