AN ACT relating to state government; creating the committee for public safety telecommunications operators in the department of motor vehicles and public safety; requiring agencies that employ persons as public safety telecommunications operators to require those persons to obtain certain certification and training; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. Chapter 481 of NRS is hereby amended by adding thereto

1-2 the provisions set forth as sections 2 to 4, inclusive, of this act.

1-3 Sec. 2. As used in sections 2 to 4, inclusive, of this act, "public safety

1-4 telecommunications operator" means a person who operates a

1-5 telecommunications system for emergencies and public safety.

1-6 Sec. 3. 1. The committee for public safety telecommunications

1-7 operators is hereby created in the department.

1-8 2. The governor shall appoint to the committee nine members who

1-9 possess knowledge, skill and experience in the fields of law enforcement,

1-10 fire service, public safety telecommunications or highway safety as

1-11 follows:

1-12 (a) Two members from the field of law enforcement;

1-13 (b) Two members from the field of fire service;

1-14 (c) Two members from the field of public safety telecommunications;

1-15 (d) One member who is a dispatcher in the field of highway safety;

1-16 (e) One member who represents a community college; and

2-1 (f) One member from any field set forth in paragraph (a), (b), (c) or

2-2 (d).

2-3 3. Members serve terms of 2 years after the date of appointment.

2-4 4. Members serve without compensation but are entitled to the per

2-5 diem allowance and travel expenses provided by law for state officers and

2-6 employees generally.

2-7 Sec. 4. 1. The committee for public safety telecommunications

2-8 operators shall:

2-9 (a) Meet at the call of the chairman, who must be elected by the

2-10 members of the committee.

2-11 (b) Provide for and encourage the training and education of public

2-12 safety telecommunications operators.

2-13 (c) Adopt minimum standards for the certification and training of

2-14 public safety telecommunications operators.

2-15 2. The director may adopt regulations necessary for the operation of

2-16 the committee.

2-17 Sec. 5. Notwithstanding the provisions of subsection 3 of section 3 of

2-18 this act, as soon as practicable after June 1, 2000, the governor shall,

2-19 pursuant to subsection 2 of section 3 of this act, appoint to the committee

2-20 for public safety telecommunications operators:

2-21 1. Two members whose initial terms expire on June 30, 2001;

2-22 2. Four members whose initial terms expire on June 30, 2002; and

2-23 3. Three members whose initial terms expire on June 30, 2003.

2-24 Sec. 6. The committee for public safety telecommunications operators

2-25 shall adopt the minimum standards required pursuant to paragraph (c) of

2-26 subsection 1 of section 4 of this act before August 1, 2000.

2-27 Sec. 7. This act becomes effective on June 1, 2000.
