THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. Chapter 482 of NRS is hereby amended by adding thereto a1-2
new section to read as follows:1-3
1. Except as otherwise provided in this subsection, the department1-4
shall, in cooperation with the board of directors of the Las Vegas Valley1-5
water district, design, prepare and issue license plates to support the1-6
desert preserve established by the board of directors of the Las Vegas1-7
Valley water district. The license plates may include any colors and1-8
designs that the department deems appropriate.1-9
2. The department may issue license plates specified in subsection 11-10
for a passenger car or light commercial vehicle upon application by a1-11
person who is entitled to license plates pursuant to the provisions of NRS1-12
482.265 and who otherwise complies with the requirements for1-13
registration and licensing pursuant to the provisions of this chapter. A1-14
person may request that personalized prestige license plates issued1-15
pursuant to the provisions of NRS 482.3667 be combined with license2-1
plates specified in subsection 1 if that person pays, in addition to the fees2-2
specified in subsections 3 and 4, the fees for the personalized prestige2-3
license plates.2-4
3. The fee for license plates specified in subsection 1 is $35. The fee2-5
is in addition to any other applicable registration and license fees and2-6
motor vehicle privilege taxes. The license plates are renewable upon the2-7
payment of $10.2-8
4. In addition to the fees for the license, registration and privilege2-9
taxes, a person who requests the issuance of license plates specified in2-10
subsection 1 must pay:2-11
(a) For the initial issuance of the plates an additional fee of $25; and2-12
(b) For each renewal of the plates an additional $20 to support the2-13
desert preserve specified in subsection 1.2-14
5. The department shall deposit the fees collected pursuant to the2-15
provisions of subsection 4 with the state treasurer for credit to an account2-16
for the support of the desert preserve established by the board of directors2-17
of the Las Vegas Valley water district. On or before January 1, April 1,2-18
July 1 and October 1 of each year, the state controller shall distribute the2-19
money deposited in the account for the preceding quarter to the board of2-20
directors of the Las Vegas Valley water district.2-21
6. If, during a registration year, the holder of license plates issued2-22
pursuant to the provisions of this section disposes of the vehicle to which2-23
the plates are affixed, he may retain the plates and:2-24
(a) Affix the license plates to another vehicle that meets the2-25
requirements of this section if the transfer and registration fees are paid2-26
pursuant to the provisions of this chapter; or2-27
(b) Within 30 days after removing the plates from the vehicle, return2-28
the plates to the department.2-29
Sec. 2. NRS 482.2703 is hereby amended to read as follows: 482.2703 1. The director may order the preparation of sample license2-31
plates which must be of the same design and size as regular license plates2-32
or license plates issued pursuant to NRS 482.384. The director shall ensure2-33
that:2-34
(a) Each license plate issued pursuant to this subsection, regardless of its2-35
design, is inscribed with the word SAMPLE and an identical designation2-36
which consists of the same group of three numerals followed by the same2-37
group of three letters; and2-38
(b) The designation of numerals and letters assigned pursuant to2-39
paragraph (a) is not assigned to a vehicle registered pursuant to this chapter2-40
or chapter 706 of NRS.3-1
2. The director may order the preparation of sample license plates3-2
which must be of the same design and size as any of the special license3-3
plates issued pursuant to NRS 482.3667 to 482.3823, inclusive3-4
section 1 of this act. The director shall ensure that:3-5
(a) Each license plate issued pursuant to this subsection, regardless of its3-6
design, is inscribed with the word SAMPLE and the number zero in the3-7
location where any other numerals would normally be displayed on a3-8
license plate of that design; and3-9
(b) The number assigned pursuant to paragraph (a) is not assigned to a3-10
vehicle registered pursuant to this chapter or chapter 706 of NRS.3-11
3. The director may establish a fee for the issuance of sample license3-12
plates of not more than $15 for each license plate.3-13
4. A decal issued pursuant to NRS 482.271 may be displayed on a3-14
sample license plate issued pursuant to this section.3-15
5. All money collected from the issuance of sample license plates must3-16
be deposited in the state treasury for credit to the motor vehicle fund.3-17
6. A person shall not affix a sample license plate issued pursuant to this3-18
section to a vehicle. A person who violates the provisions of this subsection3-19
is guilty of a misdemeanor.3-20
Sec. 3. NRS 482.500 is hereby amended to read as follows: 482.500 1. Except as otherwise provided in subsection 2, whenever3-22
upon application any duplicate or substitute certificate of registration, decal3-23
or number plate is issued, the following fees must be paid:3-24
For a certificate of registration $5.003-25
For every substitute number plate or set of plates 5.003-26
For every duplicate number plate or set of plates 10.003-27
For every decal displaying a county name .503-28
For every other decal ,3-29
2. The following fees must be paid for any replacement plate or set of3-30
plates issued for the following special license plates:3-31
(a) For any special plate issued pursuant to NRS 482.3667, 482.3672,3-32
482.3675, 482.370 to 482.376, inclusive, or 482.379 to 482.3816,3-33
inclusive, and section 1 of this act, a fee of $10.3-34
(b) For any special plate issued pursuant to NRS 482.368, 482.3765,3-35
482.377 or 482.378, a fee of $5.3-36
(c) For any souvenir license plate issued pursuant to NRS 482.3825 or3-37
sample license plate issued pursuant to NRS 482.2703, a fee equal to that3-38
established by the director for the issuance of those plates.4-1
3. The fees which are paid for duplicate number plates and decals4-2
displaying county names must be deposited with the state treasurer for4-3
credit to the motor vehicle fund and allocated to the department to defray4-4
the costs of duplicating the plates and manufacturing the decals.4-5
4. As used in this section:4-6
(a) "Duplicate number plate" means a license plate or a set of license4-7
plates issued to a registered owner which repeat the code of a plate or set of4-8
plates previously issued to the owner to maintain his registration using the4-9
same code.4-10
(b) "Substitute number plate" means a license plate or a set of license4-11
plates issued in place of a previously issued and unexpired plate or set of4-12
plates. The plate or set of plates does not repeat the code of the previously4-13
issued plate or set.4-14
Sec. 4. Chapter 167, Statutes of Nevada 1947, as last amended by4-15
chapter 506, Statutes of Nevada 1997, at page 2404, is hereby amended by4-16
adding thereto a new section to be designated as section 29, immediately4-17
following section 28, to read as follows:4-18
Sec. 29. 1. The board of directors may establish and maintain4-19
a desert preserve located in or within the vicinity of the Big Spring4-20
Archeological District. The preserve may include, without4-21
limitation:4-22
(a) Exhibits demonstrating conservation, the use of water,4-23
horticulture or the history of Southern Nevada; and4-24
(b) Any other features associated with the topography, geology or4-25
history of Nevada.4-26
2. The board of directors may create a board of trustees to4-27
supervise the development of the desert preserve established4-28
pursuant to the provisions of subsection 1. If a board of trustees is4-29
created, the members of the board of trustees may:4-30
(a) Enter into agreements to establish and maintain any exhibits,4-31
attractions or facilities for visitors included in the preserve; and4-32
(b) Accept gifts, grants, contributions or donations of money or4-33
property for the establishment or management of the desert4-34
preserve.4-35
3. To the greatest extent practicable, the board of directors and4-36
the board of trustees if created pursuant to the provisions of4-37
subsection 2, shall fund and operate the preserve with money4-38
received pursuant to the provisions of paragraph (b) of subsection 2.4-39
Sec. 5. On or before October 1, 2003, the department of motor4-40
vehicles and public safety shall determine and publicly declare the number4-41
of applications it has received for the issuance of license plates pursuant to4-42
the provisions of section 1 of this act.5-1
Sec. 6. The amendatory provisions of sections 1, 2 and 3 of this act5-2
expire by limitation on October 1, 2003, if on that date the department of5-3
motor vehicles and public safety has received less than 250 applications for5-4
the issuance of license plates pursuant to the provisions of section 1 of this5-5
act.~
