THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. 1. There is hereby appropriated from the state general1-2
fund to the Lincoln County School District the sum of $1,000,000 for the1-3
construction of an elementary school to replace a school building that has1-4
been found unsafe, structurally unsound and unsuitable for continued use as1-5
a school.1-6
2. The appropriation made by subsection 1 is contingent upon a1-7
determination by the State Board of Examiners that:1-8
(a) The total ad valorem tax levy upon property within the Lincoln1-9
County School District for all public purposes is not less than the maximum1-10
authorized pursuant to NRS 361.453;1-11
(b) The taxable value of the taxable property within the Lincoln County1-12
School District is decreasing; and1-13
(c) Based upon the written conclusions of appropriately licensed1-14
experts, the acquisition, construction or repair of school facilities is1-15
necessary to alleviate a substantial risk to the public safety.2-1
3. On or before January 15, 2001, the Lincoln County School District2-2
shall submit to the Department of Administration and the Fiscal Analysis2-3
Division of the Legislative Counsel Bureau a final report of expenditures of2-4
the appropriation made by subsection 1.2-5
Sec. 2. Any remaining balance of the appropriation made by section 12-6
of this act must not be committed for expenditure after June 30, 2001, and2-7
reverts to the state general fund as soon as all payments of money2-8
committed have been made.2-9
Sec. 3. This act becomes effective upon passage and approval.~
