THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. Chapter 631 of NRS is hereby amended by adding thereto a1-2
new section to read as follows:1-3
1. Except as otherwise provided in subsection 2, the board may,1-4
without examination, issue a license to practice dentistry to a person1-5
who:1-6
(a) Holds a license to practice dentistry in another state, a territory or1-7
possession of the United States or the District of Columbia whose1-8
requirements for licensing at the time the license was issued are deemed1-9
by the board to be substantially equivalent to the requirements for a1-10
license to practice dentistry set forth in this chapter;1-11
(b) Pays the fee prescribed by NRS 631.345; and1-12
(c) Submits the statement required by NRS 631.225.1-13
2. The board shall not issue a license pursuant to this section to:1-14
(a) More than 20 persons each year;1-15
(b) An applicant who has been refused a license in this state, another1-16
state, a possession or territory of the United States or the District of1-17
Columbia; or2-1
(c) An applicant whose license to practice dentistry has been revoked2-2
in this state, another state, a possession or territory of the United States2-3
or the District of Columbia.2-4
3. The board shall adopt regulations that prescribe the procedure for2-5
the allocation of licenses issued pursuant to this section.2-6
Sec. 2. NRS 631.240 is hereby amended to read as follows: 631.240 Except as otherwise provided in section 1 of this act:2-8

practice dentistry in this state, after having complied with the regulations of2-10
the board to determine eligibility, must:2-11
(a) Present to the board a certificate granted by the National Board of2-12
Dental Examiners which contains a notation that he has passed the board’s2-13
examination with an average score of at least 75; and2-14
(b) Be examined by the board on his practical knowledge of dentistry.2-15
2. The board shall examine each applicant in writing on the contents2-16
and interpretation of chapter 631 of NRS and the regulations of the board.2-17
3. The examination must include clinical demonstrations of the2-18
applicant’s skill in dentistry.2-19
4. All persons who present the appropriate certificate and successfully2-20
complete the examination must be registered as licensed dentists on the2-21
board register, as provided in this chapter, and are entitled to receive a2-22
certificate of registration, signed by the member of the board who is a2-23
representative of the general public and those members of the board who2-24
are dentists.2-25
Sec. 3. NRS 631.345 is hereby amended to read as follows: 631.345 1. The fees which must be charged by the board for the2-27
performance of the duties imposed upon it by this chapter are as follows:2-28
Examination fee for license to practice dentistry $3002-29
Examination fee for license to practice dental hygiene 1502-30
Application fee for a specialist license 1252-31
Application fee for a license to practice dentistry without2-32
examination 1502-33
Application and examination fee for permit to administer2-34
general anesthesia or sedation. 2002-35
Annual renewal fee for permit to administer general2-36
anesthesia or sedation 502-37
Annual license renewal fee for a general dentist or specialist,2-38

2. Except as otherwise provided in this subsection, the board shall3-9
charge a fee to review a course of continuing education for accreditation.3-10
The fee must not exceed $150 per credit hour of the proposed course. The3-11
board shall not charge a nonprofit organization or an agency of the state or3-12
of a political subdivision of the state a fee to review a course of continuing3-13
education.3-14
3. All fees prescribed in this section are payable in advance and must3-15
not be refunded.3-16
Sec. 4. Section 1 of this act is hereby amended to read as follows:3-17

Sec. 5. 1. This section and sections 1, 2 and 3 of this act become3-40
effective on October 1, 1999.4-1
2. Section 4 of this act becomes effective on the date on which the4-2
provisions of 42 U.S.C. § 666 requiring each state to establish procedures4-3
under which the state has authority to withhold or suspend, or to restrict the4-4
use of professional, occupational and recreational licenses of persons who:4-5
(a) Have failed to comply with a subpoena or warrant relating to a4-6
procedure to determine the paternity of a child or to establish or enforce an4-7
obligation for the support of a child; or4-8
(b) Are in arrears in the payment for the support of one or more4-9
children,4-10
are repealed by the Congress of the United States.~
