AN ACT relating to veteran affairs; requiring the veterans’ home that is established in southern Nevada to include temporary housing for the spouses of veterans residing in the veterans’ home; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. NRS 417.147 is hereby amended to read as follows:

1-2 417.147 1. The executive director shall:

1-3 (a) Take such actions as are necessary for the maintenance and operation

1-4 of a veterans’ home in this state; and

1-5 (b) Apply for federal grants and other sources of money available for

1-6 establishing a veterans’ home. Federal grants and other money received

1-7 pursuant to this paragraph must be deposited with the state treasurer for

1-8 credit to the veterans’ home account. A federal grant must be used only as

1-9 permitted by the terms of the grant.

1-10 2. The first veterans’ home that is established in this state must be

1-11 established at a location in southern Nevada determined to be appropriate

1-12 by the interim finance committee. The interim finance committee shall give

2-1 preference to a site that is zoned appropriately for the establishment of a

2-2 veterans’ home, that affords minimum costs of maintenance and that is

2-3 located in an area where the members of the families of the veterans can

2-4 easily visit the veterans’ home. The site for the construction of the veterans’

2-5 home in southern Nevada must be:

2-6 (a) Located in reasonable proximity to:

2-7 (1) A public transportation system;

2-8 (2) Shopping centers; and

2-9 (3) A major hospital that has a center for the treatment of trauma

2-10 which is designated as a level II center by the administrator of the health

2-11 division of the department of human resources.

2-12 (b) Not less than 5 acres in area.

2-13 3. The veterans’ home constructed pursuant to subsection 2 must

2-14 include an on-site facility to provide temporary housing for the spouses

2-15 of veterans residing in the veterans’ home.

2-16 4. The executive director shall consider requests by the spouses of

2-17 veterans residing in the veterans’ home constructed pursuant to

2-18 subsection 2 to stay in the on-site facility and has exclusive discretion to

2-19 determine:

2-20 (a) The priority of those requests; and

2-21 (b) The length of time each spouse may stay in the on-site facility.

2-22 5. If an additional veterans’ home is authorized, it must be established

2-23 in northern Nevada.

2-24 Sec. 2. This act becomes effective on July 1, 1999.
