THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. Chapter 482 of NRS is hereby amended by adding thereto1-2
the provisions set forth as sections 2 and 3 of this act.1-3
Sec. 2. 1. Except as otherwise provided in this subsection, the1-4
department, in cooperation with the division of agriculture of the1-5
department of business and industry and the Nevada Future Farmers of1-6
America Foundation, shall design, prepare and issue license plates which1-7
indicate support for the promotion of agriculture within this state,1-8
including, without limitation, support for the programs and activities of1-9
the Future Farmers of America within this state, using any colors that1-10
the department deems appropriate. The design of the license plates must1-11
include the phrase "People Grow Things Here!" and an identifying1-12
symbol furnished by the Nevada Future Farmers of America1-13
Foundation. The department shall not design, prepare or issue the1-14
license plates unless it receives at least 250 applications for the issuance1-15
of those plates.2-1
2. If the department receives at least 250 applications for the2-2
issuance of license plates which indicate support for the promotion of2-3
agriculture within this state, the department shall issue those plates for a2-4
passenger car or light commercial vehicle upon application by a person2-5
who is entitled to license plates pursuant to NRS 482.265 and who2-6
otherwise complies with the requirements for registration and licensing2-7
pursuant to this chapter. A person may request that personalized prestige2-8
license plates issued pursuant to NRS 482.3667 be combined with license2-9
plates which indicate support for the promotion of agriculture within this2-10
state if that person pays the fees for the personalized prestige license2-11
plates in addition to the fees for the license plates which indicate support2-12
for the promotion of agriculture within this state pursuant to subsections2-13
3 and 4.2-14
3. The fee for license plates which indicate support for the promotion2-15
of agriculture within this state is $35, in addition to all other applicable2-16
registration and license fees and motor vehicle privilege taxes. The2-17
license plates are renewable upon the payment of $10.2-18
4. In addition to all fees for the license, registration and privilege2-19
taxes, a person who requests a set of license plates which indicate support2-20
for the promotion of agriculture within this state must pay for the initial2-21
issuance of the plates an additional fee of $25 and for each renewal of2-22
the plates an additional fee of $20, to be distributed in accordance with2-23
subsection 5.2-24
5. The department shall deposit the fees collected pursuant to2-25
subsection 4 with the state treasurer for credit to the state general fund.2-26
The state treasurer shall, on a quarterly basis, distribute the fees2-27
deposited pursuant to this section in the following manner:2-28
(a) Remit one-half of the fees to the Nevada Future Farmers of2-29
America Foundation for the support of programs and activities of the2-30
Future Farmers of America within this state.2-31
(b) Deposit one-half of the fees for credit to the account for license2-32
plates for the promotion of agriculture within this state created pursuant2-33
to section 7 of this act.2-34
6. If, during a registration year, the holder of license plates issued2-35
pursuant to the provisions of this section disposes of the vehicle to which2-36
the plates are affixed, he may retain the plates and:2-37
(a) Affix them to another vehicle that meets the requirements of this2-38
section if the transfer and registration fees are paid as set out in this2-39
chapter; or2-40
(b) Within 30 days after removing the plates from the vehicle, return2-41
them to the department.2-42
Sec. 3. 1. Except as otherwise provided in this subsection, the2-43
department, in cooperation with the division of state lands of the state3-1
department of conservation and natural resources, shall design, prepare3-2
and issue license plates for the support of the natural environment of the3-3
Mount Charleston area using any colors that the department deems3-4
appropriate. The design of the license plates must include a depiction of3-5
Mount Charleston and its surrounding area. The department shall not3-6
design, prepare or issue the license plates unless it receives at least 2503-7
applications for the issuance of those plates.3-8
2. If the department receives at least 250 applications for the3-9
issuance of license plates for the support of the natural environment of3-10
the Mount Charleston area, the department shall issue those plates for a3-11
passenger car or light commercial vehicle upon application by a person3-12
who is entitled to license plates pursuant to NRS 482.265 and who3-13
otherwise complies with the requirements for registration and licensing3-14
pursuant to this chapter. A person may request that personalized prestige3-15
license plates issued pursuant to NRS 482.3667 be combined with license3-16
plates for the support of the natural environment of the Mount3-17
Charleston area if that person pays the fees for the personalized prestige3-18
license plates in addition to the fees for the license plates for the support3-19
of the natural environment of the Mount Charleston area pursuant to3-20
subsections 3 and 4.3-21
3. The fee for license plates for the support of the natural3-22
environment of the Mount Charleston area is $35, in addition to all other3-23
applicable registration and license fees and motor vehicle privilege taxes.3-24
The license plates are renewable upon the payment of $10.3-25
4. In addition to all fees for the license, registration and privilege3-26
taxes, a person who requests a set of license plates for the support of the3-27
natural environment of the Mount Charleston area must pay for the3-28
initial issuance of the plates an additional fee of $25 and for each3-29
renewal of the plates an additional fee of $20 to finance projects for the3-30
natural environment of the Mount Charleston area.3-31
5. The department shall deposit the fees collected pursuant to3-32
subsection 4 with the state treasurer for credit to the account for license3-33
plates for the support of the natural environment of the Mount3-34
Charleston area created pursuant to section 6 of this act.3-35
6. If, during a registration year, the holder of license plates issued3-36
pursuant to the provisions of this section disposes of the vehicle to which3-37
the plates are affixed, he may retain the plates and:3-38
(a) Affix them to another vehicle that meets the requirements of this3-39
section if the transfer and registration fees are paid as set out in this3-40
chapter; or3-41
(b) Within 30 days after removing the plates from the vehicle, return3-42
them to the department.4-1
Sec. 4. NRS 482.216 is hereby amended to read as follows: 482.216 1. Upon the request of a new vehicle dealer, the department4-3
may authorize the new vehicle dealer to:4-4
(a) Accept applications for the registration of the new motor vehicles he4-5
sells and the related fees and taxes;4-6
(b) Issue certificates of registration to applicants who satisfy the4-7
requirements of this chapter; and4-8
(c) Accept applications for the transfer of registration pursuant to NRS4-9
482.399 if the applicant purchased from the new vehicle dealer a new4-10
vehicle to which the registration is to be transferred.4-11
2. A new vehicle dealer who is authorized to issue certificates of4-12
registration pursuant to subsection 1 shall:4-13
(a) Transmit the applications he receives to the department within the4-14
period prescribed by the department;4-15
(b) Transmit the fees he collects from the applicants and properly4-16
account for them within the period prescribed by the department;4-17
(c) Comply with the regulations adopted pursuant to subsection 4; and4-18
(d) Bear any cost of equipment which is necessary to issue certificates of4-19
registration, including any computer hardware or software.4-20
3. A new vehicle dealer who is authorized to issue certificates of4-21
registration pursuant to subsection 1 shall not:4-22
(a) Charge any additional fee for the performance of those services;4-23
(b) Receive compensation from the department for the performance of4-24
those services;4-25
(c) Accept applications for the renewal of registration of a motor4-26
vehicle; or4-27
(d) Accept an application for the registration of a motor vehicle if the4-28
applicant wishes to:4-29
(1) Obtain special license plates pursuant to NRS 482.3667 to4-30
482.3825, inclusive4-31
(2) Claim the exemption from the vehicle privilege tax provided4-32
pursuant to NRS 361.1565 to veterans and their relations.4-33
4. The director shall adopt such regulations as are necessary to carry4-34
out the provisions of this section. The regulations adopted pursuant to this4-35
subsection must provide for:4-36
(a) The expedient and secure issuance of license plates and decals by the4-37
department; and4-38
(b) The withdrawal of the authority granted to a new vehicle dealer4-39
pursuant to subsection 1 if that dealer fails to comply with the regulations4-40
adopted by the department.5-1
Sec. 5. NRS 482.500 is hereby amended to read as follows:5-2
482.500 1. Except as otherwise provided in subsection 2, whenever5-3
upon application any duplicate or substitute certificate of registration, decal5-4
or number plate is issued, the following fees must be paid:5-5
For a certificate of registration $5.005-6
For every substitute number plate or set of plates 5.005-7
For every duplicate number plate or set of plates 10.005-8
For every decal displaying a county name .505-9
For every other decal, license plate sticker or tab 5.005-10
2. The following fees must be paid for any replacement plate or set of5-11
plates issued for the following special license plates:5-12
(a) For any special plate issued pursuant to NRS 482.3667, 482.3672,5-13
482.3675, 482.370 to 482.376, inclusive, or 482.379 to 482.3816,5-14
inclusive,5-15
section 2 of this act, a fee of $10.5-16
(b) For any special plate issued pursuant to NRS 482.368, 482.3765,5-17
482.377 or 482.378, a fee of $5.5-18
(c) For any souvenir license plate issued pursuant to NRS 482.3825 or5-19
sample license plate issued pursuant to NRS 482.2703, a fee equal to that5-20
established by the director for the issuance of those plates.5-21
3. The fees which are paid for duplicate number plates and decals5-22
displaying county names must be deposited with the state treasurer for5-23
credit to the motor vehicle fund and allocated to the department to defray5-24
the costs of duplicating the plates and manufacturing the decals.5-25
4. As used in this section:5-26
(a) "Duplicate number plate" means a license plate or a set of license5-27
plates issued to a registered owner which repeat the code of a plate or set of5-28
plates previously issued to the owner to maintain his registration using the5-29
same code.5-30
(b) "Substitute number plate" means a license plate or a set of license5-31
plates issued in place of a previously issued and unexpired plate or set of5-32
plates. The plate or set of plates does not repeat the code of the previously5-33
issued plate or set.5-34
Sec. 6. Chapter 321 of NRS is hereby amended by adding thereto a5-35
new section to read as follows:5-36
1. The account for license plates for the support of the natural5-37
environment of the Mount Charleston area is hereby created in the state5-38
general fund. The administrator of the division of state lands of the state5-39
department of conservation and natural resources shall administer the5-40
account.6-1
2. The money in the account does not lapse to the state general fund6-2
at the end of a fiscal year. The interest and income earned on the money6-3
in the account, after deducting any applicable charges, must be credited6-4
to the account.6-5
3. The money in the account must be used only for the support of6-6
programs for the natural environment of the Mount Charleston area,6-7
including, without limitation, programs to improve the wildlife habitat,6-8
the ecosystem, the forest, public access to the area and its recreational6-9
use, and must not be used to replace or supplant money available from6-10
other sources. The administrator may provide grants from the account to6-11
other public agencies and political subdivisions, including, without6-12
limitation, unincorporated towns, to carry out the provisions of this6-13
section.6-14
Sec. 7. Chapter 561 of NRS is hereby amended by adding thereto a6-15
new section to read as follows:6-16
1. The account for license plates for the promotion of agriculture6-17
within this state is hereby created in the state general fund. The6-18
administrator shall administer the account.6-19
2. The money in the account does not lapse to the state general fund6-20
at the end of a fiscal year. The interest and income earned on the money6-21
in the account, after deducting any applicable charges, must be credited6-22
to the account.6-23
3. The money in the account must be used only for the promotion of6-24
agriculture within this state and must not be used to replace or supplant6-25
money available from other sources. The administrator may provide6-26
grants from the account to other public agencies to carry out the6-27
provisions of this section.6-28
Sec. 8. 1. This section and sections 1 to 4, inclusive, 6 and 7 of this6-29
act become effective on October 1, 1999.6-30
2. Section 5 of this act becomes effective at 12:01 a.m. on October 1,6-31
1999.6-32
3. The amendatory provisions of sections 2, 5 and 7 of this act expire6-33
by limitation on October 1, 2003, if on that date the department of motor6-34
vehicles and public safety has received fewer than 250 applications for the6-35
issuance of a license plate pursuant to section 2 of this act.6-36
4. The amendatory provisions of sections 3, 4 and 6 of this act expire6-37
by limitation on October 1, 2003, if on that date the department of motor6-38
vehicles and public safety has received fewer than 250 applications for the6-39
issuance of a license plate pursuant to section 3 of this act.~
