AN ACT relating to athletic trainers; requiring the State Board of Physical Therapy Examiners to appoint an advisory committee to recommend legislation concerning the regulation of athletic trainers in this state; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. 1. The State Board of Physical Therapy Examiners shall

1-2 appoint an advisory committee, consisting of five members, to recommend

1-3 to the Nevada Legislature such legislation as the advisory committee deems

1-4 necessary concerning the regulation of athletic trainers in this state.

1-5 2. The Board shall appoint to the advisory committee:

1-6 (a) One member who is:

1-7 (1) A member of the State Board of Physical Therapy Examiners;

1-8 (2) Licensed as a physical therapist in this state; and

1-9 (3) Certified as an athletic trainer by the National Athletic Trainers

1-10 Association Board of Certification.

1-11 (b) Two members who represent the Nevada Athletic Trainers

1-12 Association and have at least a master’s degree in a discipline related to

1-13 athletic training.

1-14 (c) Two members who represent the Nevada Athletic Trainers

1-15 Association and have a bachelor’s degree in a discipline related to athletic

1-16 training.

2-1 3. The advisory committee shall elect a chairman and vice-chairman

2-2 from among its members. A majority of the members of the committee

2-3 constitutes a quorum for conducting the business of the committee.

2-4 4. The members of the advisory committee are not entitled to receive

2-5 compensation, per diem allowances or travel expenses while engaged in the

2-6 business of the committee.

2-7 5. The Nevada Athletic Trainers Association shall, upon the request of

2-8 the State Board of Physical Therapy Examiners, submit to the Board within

2-9 30 days after the request, a list of the names of at least four persons who are

2-10 qualified for appointment to the advisory committee pursuant to subsection

2-11 2. If the Nevada Athletic Trainers Association fails to submit the list to the

2-12 Board within that period, the Board shall appoint to the advisory committee

2-13 persons who are otherwise qualified pursuant to subsection 2.

2-14 6. The advisory committee shall recommend to the Nevada Legislature

2-15 such legislation concerning the regulation of athletic trainers in this state as

2-16 the advisory committee deems necessary. The recommended legislation

2-17 may include, without limitation:

2-18 (a) Educational qualifications and experience requirements for

2-19 licensure;

2-20 (b) The membership of the board that will license athletic trainers;

2-21 (c) The fees for the issuance and renewal of licenses;

2-22 (d) The requirements for continuing education; and

2-23 (e) The grounds for disciplinary action.

2-24 7. The advisory committee shall, not later than January 15, 2003,

2-25 submit the recommended legislation to the 72nd session of the Nevada

2-26 Legislature.
