THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. Chapter 450B of NRS is hereby amended by adding thereto1-2
the provisions set forth as sections 2 to 6, inclusive, of this act.1-3
Sec. 2. "Committee" means the committee on emergency medical1-4
services.1-5
Sec. 3. 1. The committee on emergency medical services,1-6
consisting of nine members appointed by the governor, is hereby created.1-7
2. Upon request of the governor, employee associations that1-8
represent persons that provide emergency medical services, including,1-9
without limitation, physicians and nurses that provide emergency1-10
medical services, emergency medical technicians, ambulance attendants,1-11
firemen, fire chiefs and employees of rural hospitals, shall submit to the1-12
governor written nominations for appointments to the committee.1-13
3. After considering the nominations submitted pursuant to1-14
subsection 2, the governor shall appoint to the committee:2-1
(a) One member who is a physician licensed pursuant to chapter 6302-2
or 633 of NRS and who has experience providing emergency medical2-3
services;2-4
(b) One member who is a registered nurse and who has experience2-5
providing emergency medical services;2-6
(c) One member who is a volunteer fireman;2-7
(d) One member who is employed by a rural fire-fighting agency;2-8
(e) One member who is employed by an urban fire-fighting agency;2-9
(f) One member who is employed by a medical facility that is located2-10
in a rural area and that provides emergency medical services;2-11
(g) One member who is employed by an organization that provides2-12
emergency medical services in an air ambulance and whose duties are2-13
closely related to such emergency medical services;2-14
(h) One member who is employed by a medical facility that is privately2-15
owned and that provides emergency medical services; and2-16
(i) One member who is employed by an operator of a service which is:2-17
(1) Provided for the benefit of the employees of an industry who2-18
become sick or are injured at the industrial site; and2-19
(2) Staffed by employees who are licensed attendants and perform2-20
emergency medical services primarily for the industry.2-21
4. In addition to the members set forth in subsection 3, the following2-22
persons are ex officio members of the committee:2-23
(a) An employee of the health division, appointed by the administrator2-24
of the health division, whose duties relate to administration and2-25
enforcement of the provisions of this chapter; and2-26
(b) The county health officer appointed pursuant to NRS 439.290 in2-27
each county whose population is 100,000 or more, or his designee.2-28
5. The term of each member appointed by the governor is 2 years,2-29
and such a member may not serve more than two consecutive terms.2-30
6. The governor shall not appoint to the committee two persons from2-31
the same county, except the governor may appoint a person from the2-32
same county as a member who serves ex officio.2-33
7. Each member of the committee shall appoint an alternate to serve2-34
in his place if he is temporarily unable to perform the duties required of2-35
him pursuant to sections 2 to 6, inclusive, of this act.2-36
8. A position on the committee that becomes vacant before the end of2-37
the term of the member must be filled in the manner prescribed by this2-38
section for the remainder of the term.2-39
Sec. 4. 1. The committee shall elect a chairman from among its2-40
members. The term of the chairman is 1 year.2-41
2. The committee shall meet at the call of the chairman at least four2-42
times each year.2-43
3. The committee shall adopt rules for its own management.3-1
4. A member of the committee serves without compensation, except3-2
that, for each day or portion of a day during which he attends a meeting3-3
of the committee or is otherwise engaged in the business of the3-4
committee, a member of the committee is entitled to receive the per diem3-5
allowance and travel expenses provided for state officers and employees3-6
generally. The per diem allowance and travel expenses must be paid by3-7
the health division from the money collected by the health division for3-8
permits issued pursuant to this chapter.3-9
Sec. 5. The committee shall:3-10
1. Review and advise the health division regarding the management3-11
and performance of emergency medical services in this state and3-12
regarding statewide emergency medical protocols;3-13
2. Advise the health division on matters of policy relating to3-14
emergency care, including, without limitation, the qualifications of3-15
persons who provide emergency medical services;3-16
3. Advise the board and health division with respect to the3-17
preparation and adoption of regulations regarding emergency care;3-18
4. Review periodically the budget of the health division that relates to3-19
emergency medical services;3-20
5. Encourage the training and education of emergency medical3-21
service personnel to improve the system of public safety in this state; and3-22
6. Perform such other duties as may be required by law or3-23
regulation.3-24
Sec. 6. The health division shall provide administrative support and3-25
assistance to the committee.3-26
Sec. 7. NRS 450B.020 is hereby amended to read as follows: 450B.020 As used in this chapter, unless the context otherwise3-28
requires, the words and terms defined in NRS 450B.025 to 450B.110,3-29
inclusive, and section 2 of this act, have the meanings ascribed to them in3-30
those sections.3-31
Sec. 8. This act becomes effective upon passage and approval for the3-32
purpose of appointing the members of the committee on emergency3-33
medical services and on October 1, 1999, for all other purposes.~
