1-1 Section 1. Chapter 450B of NRS is hereby amended by adding thereto

1-2 the provisions set forth as sections 2 to 6, inclusive, of this act.

1-3 Sec. 2. "Committee" means the committee on emergency medical

1-4 services.

1-5 Sec. 3. 1. The committee on emergency medical services,

1-6 consisting of nine members appointed by the governor, is hereby created.

1-7 2. Upon request of the governor, employee associations that

1-8 represent persons that provide emergency medical services, including,

1-9 without limitation, physicians and nurses that provide emergency

1-10 medical services, emergency medical technicians, ambulance attendants,

1-11 firemen, fire chiefs and employees of rural hospitals, shall submit to the

1-12 governor written nominations for appointments to the committee.

1-13 3. After considering the nominations submitted pursuant to

1-14 subsection 2, the governor shall appoint to the committee:

2-1 (a) One member who is a physician licensed pursuant to chapter 630

2-2 or 633 of NRS and who has experience providing emergency medical

2-3 services;

2-4 (b) One member who is a registered nurse and who has experience

2-5 providing emergency medical services;

2-6 (c) One member who is a volunteer fireman;

2-7 (d) One member who is employed by a fire-fighting agency at which

2-8 some of the firemen are employed and some serve as volunteers;

2-9 (e) One member who is employed by an urban fire-fighting agency;

2-10 (f) One member who is employed by or serves as a volunteer with a

2-11 medical facility that is located in a rural area and that provides

2-12 emergency medical services;

2-13 (g) One member who is employed by an organization that provides

2-14 emergency medical services in an air ambulance and whose duties are

2-15 closely related to such emergency medical services;

2-16 (h) One member who is employed by a privately owned entity that

2-17 provides emergency medical services; and

2-18 (i) One member who is employed by an operator of a service which is:

2-19 (1) Provided for the benefit of the employees of an industry who

2-20 become sick or are injured at the industrial site; and

2-21 (2) Staffed by employees who are licensed attendants and perform

2-22 emergency medical services primarily for the industry.

2-23 4. In addition to the members set forth in subsection 3, the following

2-24 persons are ex officio members of the committee:

2-25 (a) An employee of the health division, appointed by the administrator

2-26 of the health division, whose duties relate to administration and

2-27 enforcement of the provisions of this chapter;

2-28 (b) The county health officer appointed pursuant to NRS 439.290 in

2-29 each county whose population is 100,000 or more, or his designee; and

2-30 (c) A physician who is a member of a committee which consists of

2-31 directors of trauma centers in this state and who is nominated by that

2-32 committee.

2-33 5. The term of each member appointed by the governor is 2 years,

2-34 and such a member may not serve more than two consecutive terms.

2-35 6. The governor shall not appoint to the committee two persons who

2-36 are employed by or volunteer with the same organization, except the

2-37 governor may appoint a person who is employed by or volunteers with

2-38 the same organization of which a member who serves ex officio is an

2-39 employee.

2-40 7. Each member of the committee shall appoint an alternate to serve

2-41 in his place if he is temporarily unable to perform the duties required of

2-42 him pursuant to sections 2 to 6, inclusive, of this act.

3-1 8. A position on the committee that becomes vacant before the end of

3-2 the term of the member must be filled in the manner prescribed by this

3-3 section for the remainder of the term.

3-4 Sec. 4. 1. The committee shall elect a chairman from among its

3-5 members. The term of the chairman is 1 year.

3-6 2. The committee shall meet at the call of the chairman at least four

3-7 times each year.

3-8 3. The committee shall adopt rules for its own management.

3-9 4. A member of the committee serves without compensation, except

3-10 that, for each day or portion of a day during which he attends a meeting

3-11 of the committee or is otherwise engaged in the business of the

3-12 committee, a member of the committee is entitled to receive the per diem

3-13 allowance and travel expenses provided for state officers and employees

3-14 generally. The per diem allowance and travel expenses must be paid by

3-15 the health division from money not allocated by specific statute for

3-16 another use.

3-17 Sec. 5. The committee shall:

3-18 1. Review and advise the health division regarding the management

3-19 and performance of emergency medical services in this state and

3-20 regarding statewide emergency medical protocols;

3-21 2. Advise the health division on matters of policy relating to

3-22 emergency care, including, without limitation, the qualifications of

3-23 persons who provide emergency medical services;

3-24 3. Advise the board and health division with respect to the

3-25 preparation and adoption of regulations regarding emergency care;

3-26 4. Review periodically the budget of the health division that relates to

3-27 emergency medical services;

3-28 5. Encourage the training and education of emergency medical

3-29 service personnel to improve the system of public safety in this state; and

3-30 6. Perform such other duties as may be required by law or

3-31 regulation.

3-32 Sec. 6. The health division shall provide administrative support and

3-33 assistance to the committee.

3-34 Sec. 7. NRS 450B.020 is hereby amended to read as follows:

3-35 450B.020 As used in this chapter, unless the context otherwise

3-38 those sections.

3-39 Sec. 8. This act becomes effective upon passage and approval for the

3-40 purpose of appointing the members of the committee on emergency

3-41 medical services and on October 1, 1999, for all other purposes.
