1-1 Section 1. Chapter 482 of NRS is hereby amended by adding thereto a

1-2 new section to read as follows:

1-3 1. The director shall approve the design and order the preparation of

1-4 decals that may be affixed by the department, upon request, to special

1-5 license plates issued pursuant to NRS 482.3763. The decals must:

1-6 (a) Display the emblem or other insigne of specific military units

1-7 within particular branches of the Armed Forces of the United States;

1-8 (b) Be no more than 1 3/4 inches in height by 1 3/4 inches in width;

1-9 and

1-10 (c) Be affixed to the right side of the license plates.

1-11 2. An applicant for the issuance or renewal of the special license

1-12 plates described in NRS 482.3763 may obtain decals for those plates if:

1-13 (a) The military unit he requests to be displayed on the decals is a

1-14 recognized unit within a particular branch of the Armed Forces of the

1-15 United States;

1-16 (b) He meets the requirements set forth in NRS 482.3763; and

2-1 (c) He provides documentation which, in the determination of the

2-2 department, provides reasonable proof of the identity of the applicant

2-3 and proof of his status as a member of the specific military unit to be

2-4 displayed on the decals.

2-5 3. The director may use or imitate a seal, emblem or other insigne of

2-6 a unit within a branch of the Armed Forces of the United States only if

2-7 that use or imitation complies with the provisions of 10 U.S.C. § 1057.

2-8 4. The department may adopt regulations governing the issuance of

2-9 a decal described in subsection 1.

2-10 Sec. 2. NRS 482.3764 is hereby amended to read as follows:

2-11 482.3764 1. Before the department issues to any person, pursuant to

2-24 section with the state treasurer for credit to the veterans’ home account.

2-25 Sec. 3. NRS 482.500 is hereby amended to read as follows:

2-26 482.500 1. Except as otherwise provided in subsection 2 [,] or 3,

2-40 of $10.

3-1 (b) For any special plate issued pursuant to NRS 482.368, 482.3765,

3-2 482.377 or 482.378, a fee of $5.

3-3 (c) For any souvenir license plate issued pursuant to NRS 482.3825 or

3-4 sample license plate issued pursuant to NRS 482.2703, a fee equal to that

3-5 established by the director for the issuance of those plates.

3-6 3. A fee must not be charged for a duplicate or substitute decal

3-7 requested pursuant to section 1 of this act.

3-8 4. The fees which are paid for duplicate number plates and decals

3-9 displaying county names must be deposited with the state treasurer for

3-10 credit to the motor vehicle fund and allocated to the department to defray

3-11 the costs of duplicating the plates and manufacturing the decals.

3-12 [4.] 5. As used in this section:

3-13 (a) "Duplicate number plate" means a license plate or a set of license

3-14 plates issued to a registered owner which repeat the code of a plate or set of

3-15 plates previously issued to the owner to maintain his registration using the

3-16 same code.

3-17 (b) "Substitute number plate" means a license plate or a set of license

3-18 plates issued in place of a previously issued and unexpired plate or set of

3-19 plates. The plate or set of plates does not repeat the code of the previously

3-20 issued plate or set.

3-21 Sec. 4. 1. This section and sections 1 and 2 of this act become

3-22 effective on October 1, 1999.

3-23 2. Section 3 of this act becomes effective at 12:01 a.m. on October 1,

3-24 1999.
