THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. Chapter 482 of NRS is hereby amended by adding thereto a1-2
new section to read as follows:1-3
1. The director shall approve the design and order the preparation of1-4
decals that may be affixed by the department, upon request, to special1-5
license plates issued pursuant to NRS 482.3763. The decals must:1-6
(a) Display the emblem or other insigne of specific military units1-7
within particular branches of the Armed Forces of the United States;1-8
(b) Be no more than 1 3/4 inches in height by 1 3/4 inches in width;1-9
and1-10
(c) Be affixed to the right side of the license plates.1-11
2. An applicant for the issuance or renewal of the special license1-12
plates described in NRS 482.3763 may obtain decals for those plates if:1-13
(a) The military unit he requests to be displayed on the decals is a1-14
recognized unit within a particular branch of the Armed Forces of the1-15
United States;1-16
(b) He meets the requirements set forth in NRS 482.3763; and2-1
(c) He provides documentation which, in the determination of the2-2
department, provides reasonable proof of the identity of the applicant2-3
and proof of his status as a member of the specific military unit to be2-4
displayed on the decals.2-5
3. The director may use or imitate a seal, emblem or other insigne of2-6
a unit within a branch of the Armed Forces of the United States only if2-7
that use or imitation complies with the provisions of 10 U.S.C. § 1057.2-8
4. The department may adopt regulations governing the issuance of2-9
a decal described in subsection 1.2-10
Sec. 2. NRS 482.3764 is hereby amended to read as follows: 482.3764 1. Before the department issues to any person, pursuant to2-12
NRS 482.3763:2-13
(a) An initial set of special license plates, it shall2-14
(1) Collect a special fee for a veterans’ home in the amount of $252-15
; and2-16
(2) Affix a decal to each plate if requested by an applicant who2-17
meets the requirements set forth in section 1 of this act.2-18
(b) An annual renewal sticker, it shall2-19
(1) Collect a special fee for a veterans’ home in the amount of $202-20
; and2-21
(2) Affix a decal to each plate if requested by an applicant who2-22
meets the requirements set forth in section 1 of this act.2-23
2. The department shall deposit any money collected pursuant to this2-24
section with the state treasurer for credit to the veterans’ home account.2-25
Sec. 3. NRS 482.500 is hereby amended to read as follows: 482.500 1. Except as otherwise provided in subsection 22-27
whenever upon application any duplicate or substitute certificate of2-28
registration, decal or number plate is issued, the following fees must be2-29
paid:2-30
For a certificate of registration $5.002-31
For every substitute number plate or set of plates 5.002-32
For every duplicate number plate or set of plates 10.002-33
For every decal displaying a county name .502-34
For every other decal, license plate sticker or tab 5.002-35
2. The following fees must be paid for any replacement plate or set of2-36
plates issued for the following special license plates:2-37
(a) For any special plate issued pursuant to NRS 482.3667, 482.3672,2-38
482.3675, 482.370 to 482.376, inclusive, or 482.379 to 482.3816,2-39
inclusive, and section 1 of Senate Bill No. 204 of this2-40
of $10.3-1
(b) For any special plate issued pursuant to NRS 482.368, 482.3765,3-2
482.377 or 482.378, a fee of $5.3-3
(c) For any souvenir license plate issued pursuant to NRS 482.3825 or3-4
sample license plate issued pursuant to NRS 482.2703, a fee equal to that3-5
established by the director for the issuance of those plates.3-6
3. A fee must not be charged for a duplicate or substitute decal3-7
requested pursuant to section 1 of this act.3-8
4. The fees which are paid for duplicate number plates and decals3-9
displaying county names must be deposited with the state treasurer for3-10
credit to the motor vehicle fund and allocated to the department to defray3-11
the costs of duplicating the plates and manufacturing the decals.3-12

(a) "Duplicate number plate" means a license plate or a set of license3-14
plates issued to a registered owner which repeat the code of a plate or set of3-15
plates previously issued to the owner to maintain his registration using the3-16
same code.3-17
(b) "Substitute number plate" means a license plate or a set of license3-18
plates issued in place of a previously issued and unexpired plate or set of3-19
plates. The plate or set of plates does not repeat the code of the previously3-20
issued plate or set.3-21
Sec. 4. 1. This section and sections 1 and 2 of this act become3-22
effective on October 1, 1999.3-23
2. Section 3 of this act becomes effective at 12:01 a.m. on October 1,3-24
