THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. 1. The Committee for the Economic Diversification of1-2
Southern Nevada, consisting of 13 members, is hereby created in Clark1-3
County. The Committee consists of:1-4
(a) One member appointed by the governing body of each of the1-5
following:1-6
(1) The City of Las Vegas.1-7
(2) The City of Henderson.1-8
(3) The City of North Las Vegas.1-9
(4) Boulder City.1-10
(5) The City of Mesquite.1-11
(b) One member appointed by the Board of County Commissioners of1-12
Clark County.1-13
(c) One member appointed by the Nevada Development Authority as its1-14
representative.1-15
(d) One member appointed by the Southern Nevada Regional Planning1-16
Coalition, created on October 20, 1998, by an interlocal agreement entered2-1
into on that date pursuant to the provisions of NRS 277.080 to 277.180,2-2
inclusive, or its successor, to represent the interests of utilities that provide2-3
services in Clark County.2-4
(e) One member appointed by the Las Vegas Chamber of Commerce as2-5
its representative.2-6
(f) One member appointed by the Las Vegas Convention and Visitors2-7
Authority as its representative.2-8
(g) One member appointed by the Commission on Economic2-9
Development created by NRS 231.030 as its representative.2-10
(h) One member appointed by the Nevada Resort Association as its2-11
representative.2-12
(i) One member appointed by the Nevada State AFL-CIO as its2-13
representative.2-14
2. A vacancy in the membership of the Committee must be filled in the2-15
same manner as the original member was selected.2-16
3. The members of the Committee serve without compensation, except2-17
that while engaged in the business of the Committee, each member is2-18
entitled to receive the per diem allowance and travel expenses provided for2-19
county officers and employees generally.2-20
4. The County Clerk of Clark County shall provide the Committee with2-21
administrative support. Other costs and expenses necessary for the2-22
operation of the Committee and the carrying out of its duties which the2-23
County Clerk of Clark County is unable to provide to the Committee2-24
directly must be paid from the county general fund.2-25
Sec. 2. 1. The member of the Committee for the Economic2-26
Diversification of Southern Nevada who is appointed by the Nevada2-27
Development Authority pursuant to paragraph (c) of subsection 1 of section2-28
1 of this act shall serve as the chairman of the Committee.2-29
2. The Committee shall elect a vice chairman from among its members.2-30
3. If a vacancy occurs in the chairmanship of the Committee, the new2-31
member appointed by the Nevada Development Authority shall serve as the2-32
chairman of the Committee. If a vacancy occurs in the vice chairmanship of2-33
the Committee, the members of the Committee shall elect a replacement.2-34
Sec. 3. 1. The members of the Committee for the Economic2-35
Diversification of Southern Nevada shall meet at least quarterly and may2-36
meet at the call of the chairman or a majority of the members of the2-37
Committee.2-38
2. Seven members of the Committee constitute a quorum to transact all2-39
business, and a majority of those present must concur on any decision.2-40
Sec. 4. The Committee for the Economic Diversification of Southern2-41
Nevada shall:2-42
1. Prioritize the objectives and strategies relating to the economic2-43
development and diversification of Clark County.3-1
2. Identify, define and assess the elements of physical and financial3-2
infrastructure necessary to support the economic development and3-3
diversification of Clark County.3-4
3. Conduct a feasibility study to determine the point at which efforts3-5
relating to economic diversification have a positive effect on the economy3-6
of Clark County.3-7
4. Identify and analyze the strengths and weaknesses of existing3-8
programs that provide incentives for the economic development and3-9
diversification of Clark County and conduct an examination of programs3-10
which have been used successfully to provide incentives for the economic3-11
development and diversification of other cities and metropolitan areas3-12
throughout the United States.3-13
5. Develop a 5-year plan to promote the economic development and3-14
diversification of Clark County.3-15
6. Identify and make recommendations with respect to the needs of3-16
educational and vocational programs in supporting the development of a3-17
skilled work force within Clark County.3-18
7. Identify sources of funding to support the economic development3-19
and diversification of Clark County.3-20
8. Insofar as practicable, coordinate efforts between the public and3-21
private sector to promote the economic development and diversification of3-22
Clark County.3-23
Sec. 5. In addition to the duties set forth in section 4 of this act, the3-24
Committee for the Economic Diversification of Southern Nevada shall:3-25
1. Beginning on March 1, 2000, and at least once every 3 months3-26
thereafter until July 1, 2001, provide a report on the progress made by the3-27
Committee toward carrying out the duties set forth in section 4 of this act3-28
to:3-29
(a) The Commission on Economic Development created by NRS3-30
231.030; and3-31
(b) The Southern Nevada Regional Planning Coalition, created on3-32
October 20, 1998, by an interlocal agreement entered into on that date3-33
pursuant to the provisions of NRS 277.080 to 277.180, inclusive, or its3-34
successor.3-35
2. Develop and submit to the Director of the Legislative Counsel3-36
Bureau for transmittal to the 71st session of the Nevada Legislature for its3-37
review on or before April 1, 2001, a report setting forth the conclusions,3-38
findings and recommendations of the Committee with respect to the3-39
economic development and diversification of Clark County, including,3-40
without limitation, any recommendations for legislation that the Committee3-41
determines to be advisable.4-1
Sec. 6. The Committee for the Economic Diversification of Southern4-2
Nevada shall hold its first meeting on or before December 15, 1999.4-3
Sec. 7. This act becomes effective on October 1, 1999, and expires by4-4
limitation on July 1, 2001.~
