AN ACT relating to regional planning; establishing the Committee for the Economic Diversification of Southern Nevada; setting forth the duties of the Committee; providing for the funding of the Committee; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. 1. The Committee for the Economic Diversification of

1-2 Southern Nevada, consisting of 13 members, is hereby created in Clark

1-3 County. The Committee consists of:

1-4 (a) One member appointed by the governing body of each of the

1-5 following:

1-6 (1) The City of Las Vegas.

1-7 (2) The City of Henderson.

1-8 (3) The City of North Las Vegas.

1-9 (4) Boulder City.

1-10 (5) The City of Mesquite.

1-11 (b) One member appointed by the Board of County Commissioners of

1-12 Clark County.

1-13 (c) One member appointed by the Nevada Development Authority as its

1-14 representative.

1-15 (d) One member appointed by the Southern Nevada Regional Planning

1-16 Coalition, created on October 20, 1998, by an interlocal agreement entered

2-1 into on that date pursuant to the provisions of NRS 277.080 to 277.180,

2-2 inclusive, or its successor, to represent the interests of utilities that provide

2-3 services in Clark County.

2-4 (e) One member appointed by the Las Vegas Chamber of Commerce as

2-5 its representative.

2-6 (f) One member appointed by the Las Vegas Convention and Visitors

2-7 Authority as its representative.

2-8 (g) One member appointed by the Commission on Economic

2-9 Development created by NRS 231.030 as its representative.

2-10 (h) One member appointed by the Nevada Resort Association as its

2-11 representative.

2-12 (i) One member appointed by the Nevada State AFL-CIO as its

2-13 representative.

2-14 2. A vacancy in the membership of the Committee must be filled in the

2-15 same manner as the original member was selected.

2-16 3. The members of the Committee serve without compensation, except

2-17 that while engaged in the business of the Committee, each member is

2-18 entitled to receive the per diem allowance and travel expenses provided for

2-19 county officers and employees generally.

2-20 4. The County Clerk of Clark County shall provide the Committee with

2-21 administrative support. Other costs and expenses necessary for the

2-22 operation of the Committee and the carrying out of its duties which the

2-23 County Clerk of Clark County is unable to provide to the Committee

2-24 directly must be paid from the county general fund.

2-25 Sec. 2. 1. The member of the Committee for the Economic

2-26 Diversification of Southern Nevada who is appointed by the Nevada

2-27 Development Authority pursuant to paragraph (c) of subsection 1 of section

2-28 1 of this act shall serve as the chairman of the Committee.

2-29 2. The Committee shall elect a vice chairman from among its members.

2-30 3. If a vacancy occurs in the chairmanship of the Committee, the new

2-31 member appointed by the Nevada Development Authority shall serve as the

2-32 chairman of the Committee. If a vacancy occurs in the vice chairmanship of

2-33 the Committee, the members of the Committee shall elect a replacement.

2-34 Sec. 3. 1. The members of the Committee for the Economic

2-35 Diversification of Southern Nevada shall meet at least quarterly and may

2-36 meet at the call of the chairman or a majority of the members of the

2-37 Committee.

2-38 2. Seven members of the Committee constitute a quorum to transact all

2-39 business, and a majority of those present must concur on any decision.

2-40 Sec. 4. The Committee for the Economic Diversification of Southern

2-41 Nevada shall:

2-42 1. Prioritize the objectives and strategies relating to the economic

2-43 development and diversification of Clark County.

3-1 2. Identify, define and assess the elements of physical and financial

3-2 infrastructure necessary to support the economic development and

3-3 diversification of Clark County.

3-4 3. Conduct a feasibility study to determine the point at which efforts

3-5 relating to economic diversification have a positive effect on the economy

3-6 of Clark County.

3-7 4. Identify and analyze the strengths and weaknesses of existing

3-8 programs that provide incentives for the economic development and

3-9 diversification of Clark County and conduct an examination of programs

3-10 which have been used successfully to provide incentives for the economic

3-11 development and diversification of other cities and metropolitan areas

3-12 throughout the United States.

3-13 5. Develop a 5-year plan to promote the economic development and

3-14 diversification of Clark County.

3-15 6. Identify and make recommendations with respect to the needs of

3-16 educational and vocational programs in supporting the development of a

3-17 skilled work force within Clark County.

3-18 7. Identify sources of funding to support the economic development

3-19 and diversification of Clark County.

3-20 8. Insofar as practicable, coordinate efforts between the public and

3-21 private sector to promote the economic development and diversification of

3-22 Clark County.

3-23 Sec. 5. In addition to the duties set forth in section 4 of this act, the

3-24 Committee for the Economic Diversification of Southern Nevada shall:

3-25 1. Beginning on March 1, 2000, and at least once every 3 months

3-26 thereafter until July 1, 2001, provide a report on the progress made by the

3-27 Committee toward carrying out the duties set forth in section 4 of this act

3-28 to:

3-29 (a) The Commission on Economic Development created by NRS

3-30 231.030; and

3-31 (b) The Southern Nevada Regional Planning Coalition, created on

3-32 October 20, 1998, by an interlocal agreement entered into on that date

3-33 pursuant to the provisions of NRS 277.080 to 277.180, inclusive, or its

3-34 successor.

3-35 2. Develop and submit to the Director of the Legislative Counsel

3-36 Bureau for transmittal to the 71st session of the Nevada Legislature for its

3-37 review on or before April 1, 2001, a report setting forth the conclusions,

3-38 findings and recommendations of the Committee with respect to the

3-39 economic development and diversification of Clark County, including,

3-40 without limitation, any recommendations for legislation that the Committee

3-41 determines to be advisable.

4-1 Sec. 6. The Committee for the Economic Diversification of Southern

4-2 Nevada shall hold its first meeting on or before December 15, 1999.

4-3 Sec. 7. This act becomes effective on October 1, 1999, and expires by

4-4 limitation on July 1, 2001.
