THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. Chapter 393 of NRS is hereby amended by adding thereto a1-2
new section to read as follows:1-3
1. The board of trustees of a school district in a county whose1-4
population is 400,000 or more may, by a vote of not less than two-thirds1-5
of the total membership of the board of trustees, expand the duties of the1-6
oversight panel for school facilities established for the school district1-7
pursuant to NRS 393.092.1-8
2. If the board of trustees votes to expand the duties of the oversight1-9
panel, the board of trustees shall:1-10
(a) Prepare a 3-year plan for the renovation of school facilities and a1-11
5-year plan for the construction of school facilities within the school1-12
district for submission, to the oversight panel for its review and1-13
recommendations;1-14
(b) Appoint the assistant superintendent of school facilities or his1-15
designee, if the board of trustees has employed a person to serve in that1-16
capacity, or otherwise appoint an employee of the school district who has1-17
knowledge and experience in school construction, to act as a liaison1-18
between the school district and the oversight panel;2-1
(c) Consider each recommendation made by the oversight panel and,2-2
if the board of trustees does not adopt a recommendation, state in writing2-3
the reason for its action and include the statement in the minutes of the2-4
board of trustees, if applicable; and2-5
(d) In addition to the administrative support required pursuant to NRS2-6
393.095, provide such administrative support to the oversight panel as is2-7
necessary for the oversight panel to carry out its expanded duties.2-8
3. If the board of trustees votes to expand the duties of the oversight2-9
panel, the oversight panel shall:2-10
(a) Work cooperatively with the board of trustees of the school district2-11
to ensure that the program of school construction and renovation is2-12
responsive to the educational needs of pupils within the school district;2-13
(b) Review the 3-year plan for the renovation of school facilities and2-14
the 5-year plan for the construction of school facilities submitted by the2-15
board of trustees of the school district and make recommendations to the2-16
board of trustees for any necessary revisions to the plans;2-17
(c) On a quarterly basis, or more frequently if the oversight panel2-18
determines necessary, evaluate the program of school construction and2-19
renovation that is designed to carry out the 3-year plan and the 5-year2-20
plan and make recommendations to the board of trustees concerning the2-21
program;2-22
(d) Make recommendations for the management of construction and2-23
renovation of school facilities within the school district in a manner that2-24
ensures effective and efficient expenditure of public money; and2-25
(e) Prepare an annual report that includes a summary of the progress2-26
of the construction and renovation of school facilities within the school2-27
district and the expenditure of money from the proceeds of bonds for the2-28
construction and renovation, if such information is available to the2-29
oversight panel.2-30
Sec. 2. If the board of trustees of a school district expands the duties2-31
of the oversight panel for school facilities pursuant to section 1 of this act,2-32
the board of trustees shall prepare a report concerning the progress and2-33
methods of operation of the oversight panel in carrying out its expanded2-34
duties pursuant to section 1 of this act. The board of trustees shall submit2-35
the report to the director of the legislative counsel bureau for transmittal to2-36
the 71st session of the legislature.2-37
Sec. 3. This act becomes effective on July 1, 1999.~
