THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. 1. The Committee to Study the Funding of Higher1-2
Education, consisting of 12 voting members and 4 nonvoting members, is1-3
hereby created.1-4
2. The following persons shall serve as voting members of the1-5
Committee:1-6
(a) Three members of the Senate, appointed by the Majority Leader of1-7
the Senate;1-8
(b) Three members of the Assembly, appointed by the Speaker of the1-9
Assembly;1-10
(c) Three members of the Board of Regents, appointed by the Chairman1-11
of that board; and1-12
(d) Three members appointed by the Governor.1-13
3. The Governor shall appoint the following persons to serve as the1-14
nonvoting members of the Committee:1-15
(a) One person who is employed in the Budget Division of the1-16
Department of Administration; and1-17
(b) Three persons who are employed by the University and Community1-18
College System of Nevada.2-1
4. The Chairman of the Legislative Commission shall designate one of2-2
the members as Chairman of the Committee.2-3
5. The Director of the Legislative Counsel Bureau shall provide the2-4
necessary professional staff and a secretary for the Committee.2-5
6. For each day or portion of a day during which they attend a meeting2-6
of the Committee or are otherwise engaged in the business of the2-7
Committee:2-8
(a) The voting members of the Committee who are Legislators are2-9
entitled to receive the compensation provided for a majority of the2-10
members of the Legislature during the first 60 days of the preceding regular2-11
session plus the per diem allowance provided for state officers and2-12
employees generally and the travel expenses provided pursuant to NRS2-13
218.2207.2-14
(b) The voting members of the Committee who are members of the2-15
Board of Regents are entitled to receive travel expenses and a per diem2-16
allowance at the rates established in NRS 396.070.2-17
(c) The voting members of the Committee appointed by the Governor2-18
are entitled to receive the per diem allowance and travel expenses provided2-19
for state officers and employees generally.2-20
Sec. 2. The Committee shall:2-21
1. Compare the existing method of funding higher education in Nevada2-22
with the methods used in other states; and2-23
2. Determine whether the other methods would be appropriate and2-24
useful in Nevada.2-25
Sec. 3. The Committee may hold public hearings at such times and2-26
places as it deems necessary to afford the general public and2-27
representatives of governmental agencies and of organizations interested in2-28
higher education an opportunity to present relevant information and2-29
recommendations.2-30
Sec. 4. The Committee may employ such educational and financial2-31
consultants as it deems necessary for this study.2-32
Sec. 5. The Committee may accept and use all gifts and grants which it2-33
receives to further its work.2-34
Sec. 6. 1. There is hereby appropriated from the state general fund to2-35
the Legislative Commission the sum of $150,000 for the purpose of2-36
conducting a study of the funding of higher education as provided in this2-37
act.2-38
2. Any remaining balance of the appropriation made by subsection 12-39
must not be committed for expenditure after December 31, 2000, and2-40
reverts to the state general fund as soon as all payments of money2-41
committed have been made.3-1
Sec. 7. The Committee shall submit to the Legislative Commission a3-2
report of its findings and recommendations for legislation before the3-3
commencement of the 71st session of the Legislature.3-4
Sec. 8. This act becomes effective on July 1, 1999, and expires by3-5
limitation on January 1, 2001.~
