THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. Chapter 482 of NRS is hereby amended by adding thereto a1-2
new section to read as follows:1-3
1. The revolving account for the issuance of special license plates is1-4
hereby created as a special account in the state highway fund. Five1-5
percent of the fee received by the department for the initial issuance of a1-6
special license plate, not including any additional fee which may be1-7
added to generate financial support for a particular cause or charitable1-8
organization, must be deposited in the state highway fund for credit to1-9
the account.1-10
2. The department shall:1-11
(a) Use the money in the account to pay the expenses involved in1-12
issuing special license plates; and1-13
(b) Maintain separate records for each type of special license plate to1-14
ensure that money deposited by the department pursuant to subsection 11-15
is used to pay the expenses involved in issuing the particular type of1-16
special license plate for which the fee for initial issuance was received.1-17
3. Money in the account must be used only for the purpose specified1-18
in subsection 2 and the balance in the account must be carried forward1-19
at the end of each fiscal year.2-1
4. Expenses may be advanced from the account by the director.2-2
Sec. 2. NRS 408.235 is hereby amended to read as follows: 408.235 1. There is hereby created the state highway fund.2-4
2. Except as otherwise provided in subsection 7 of NRS 482.1802-5
and section 1 of this act, the proceeds from the imposition of any2-7
(a) License or registration fee and other charges with respect to the2-8
operation of any motor vehicle upon any public highway, city, town or2-9
county road, street, alley or highway in this state ; and2-10

(b) Excise tax on gasoline or other motor vehicle fuel ,2-12
must be deposited in the state highway fund and must, except for costs of2-13
administering the collection thereof, be used exclusively for administration,2-14
construction, reconstruction, improvement and maintenance of highways as2-15
provided for in this chapter.2-16
3. The interest and income earned on the money in the state highway2-17
fund, after deducting any applicable charges, must be credited to the fund.2-18
4. Costs of administration for the collection of the proceeds for any2-19
license or registration fees and other charges with respect to the operation2-20
of any motor vehicle must be limited to a sum not to exceed 22 percent of2-21
the total proceeds so collected.2-22
5. Costs of administration for the collection of any excise tax on2-23
gasoline or other motor vehicle fuel must be limited to a sum not to exceed2-24
1 percent of the total proceeds so collected.2-25
6. All bills and charges against the state highway fund for2-26
administration, construction, reconstruction, improvement and maintenance2-27
of highways under the provisions of this chapter must be certified by the2-28
director and must be presented to and examined by the state board of2-29
examiners. When allowed by the state board of examiners and upon being2-30
audited by the state controller, the state controller shall draw his warrant2-31
therefor upon the state treasurer.2-32
Sec. 3. This act becomes effective on July 1, 1999.~
