AN ACT relating to state employees; establishing the maximum allowed salaries for employees in the unclassified service of the state; making appropriations; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

11-12 Sec. 2. 1. If any unclassified position is omitted from this act for the

11-13 fiscal years 1999-2000 and 2000-2001, the Department of Personnel shall

11-14 examine the duties and responsibilities of the position and submit to the

11-15 Interim Finance Committee a list of those duties and responsibilities and a

11-16 recommended salary for the position. The Interim Finance Committee shall

11-17 review the duties and responsibilities of the position and establish the salary

11-18 for the position.

11-19 2. The Interim Finance Committee may establish the title and salary for

11-20 any positions affected by reorganization pursuant to legislation enacted by

11-21 the 70th session of the Nevada Legislature.

11-22 Sec. 3. 1. There is hereby appropriated from the State General Fund

11-23 to the State Board of Examiners for reimbursement to any department,

11-24 commission or agency of the State of Nevada, including the Judicial

11-25 Branch of Government, which receives part or all of its funding from the

11-26 State General Fund, for the difference between the maximum amount

11-27 allowed in sections 1 and 2 of this act and the amount budgeted for that

11-28 purpose:

11-29 For the fiscal year 1999-2000 $78,979

11-30 For the fiscal year 2000-2001 $78,979

11-31 2. There is hereby appropriated from the State Highway Fund to the

11-32 State Board of Examiners for reimbursement to a state agency which

11-33 receives part or all of its funding from the State Highway Fund, for the

11-34 difference between the maximum amount allowed in sections 1 and 2 of

11-35 this act and the amount budgeted for that purpose:

11-36 For the fiscal year 1999-2000 $11,700

11-37 For the fiscal year 2000-2001 $11,700

11-38 Sec. 4. 1. The State Gaming Control Board may adopt a plan to

11-39 authorize additional payments of up to $5,000 annually for unclassified

11-40 employees who possess a current Nevada Certified Public Accountant

11-41 Certificate, a license to practice law in the State of Nevada or any other

11-42 state, or are in a qualifying position as electronic laboratory engineer and

11-43 possess a Bachelor of Science or higher degree in engineering, electronic

12-1 engineering, or computer science and utilize, in the opinion of the board,

12-2 the skills evidenced by these qualifications to further enhance the

12-3 performance of their job duties and responsibilities.

12-4 2. There is hereby appropriated from the State General Fund to the

12-5 State Board of Examiners the sum of $177,500 for the fiscal year 1999-

12-6 2000 and $177,500 for the fiscal year 2000-2001 for the additional cost of

12-7 subsection 1 of this section.

12-8 Sec. 5. The money appropriated for fiscal years 1999-2000 and 2000-

12-9 2001, in sections 3 and 4 of this act is available for both fiscal years 1999-

12-10 2000 and 2000-2001, and may be transferred from one fiscal year to the

12-11 other with the approval of the Governor upon recommendation of the Chief

12-12 of the Budget Division of the Department of Administration. Any balance

12-13 of that money must not be committed for expenditure after June 30, 2001,

12-14 and reverts to the fund from which it was appropriated as soon as all

12-15 payments of money committed have been made.

12-39 A Senior Psychiatrist (Range C) is a Psychiatrist certified by the American

13-1 Board of Psychiatry and Neurology. A Senior Psychiatrist (Range A) is a

13-2 Psychiatrist not so certified or eligible.

13-3 3. The maximum annual salary for the positions listed in subsection 1,

13-4 except those whose salaries have been retained, must be adjusted effective

13-5 July 1, 1999, and July 1, 2000, by the same percentage increase provided

13-6 for state employees generally.

13-7 Sec. 7. This act becomes effective on July 1, 1999.
