THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. NRS 287.041 is hereby amended to read as follows: 287.041 1. There is hereby created the committee on benefits to be1-3

(a) Six of the members must be participants in the state’s program of1-11
group insurance appointed by the governor as follows:1-12
(1) One member from a list of three nominees submitted by the1-13
State of Nevada Employees Association or its successor organization.1-14
(2) One member from a list of three nominees submitted by the1-15
Retired Public Employees of Nevada or its successor organization.1-16
(3) One member from a list of three nominees submitted by the1-17
Nevada Highway Patrol Association or its successor organization.2-1
(4) One member from lists of nominees submitted by employee2-2
organizations which represent professional employees of the University2-3
and Community College System of Nevada. Each such organization maysubmit a list of not more than three nominees.

(5) One member from lists of nominees submitted by employeeorganizations which represent employees of local governments that

participate in the state’s program of group insurance. Each such2-6
organization may submit a list of not more than three nominees.(6) One member from lists of nominees submitted by employee

organizations other than those organizations set forth in subparagraphs(1) to (5), inclusive, which represent employees that participate in the
2-8
state’s program of group insurance. Each such organization may submit2-9
a list of not more than three nominees.(b) The director of the department of administration is an ex officio

member of the committee and may designate a representative to serve inhis place on the committee or to attend a meeting of the committee in his

place.2-12
2. The governor shall appoint as members of the committee personswho have extensive knowledge or proven experience in the management

of employee benefits.3. After the initial terms, the term of each appointed member of the
2-14
committee is 3 years.2-15
Sec. 2. 1. The terms of the persons who are members of thecommittee on benefits on September 30, 1999, expire on that date.

2. As soon as is practicable on or before October 1, 1999, the governorshall appoint as members of the committee on benefits:

(a) One person from the list of nominees submitted by the State of2-18
Nevada Employees Association and one person from the list of nomineessubmitted by the Retired Public Employees of Nevada to initial terms that

begin on October 1, 1999, and expire on September 30, 2000.(b) One person from the list of nominees submitted by the Nevada
2-20
Highway Patrol Association and one person from the lists of nominees2-21
submitted by employee organizations which represent professionalemployees of the University and Community College System of Nevada to

initial terms that begin on October 1, 1999, and expire on September 30,2001.

(c) One person from the lists of nominees submitted by employee2-24
organizations which represent employees of local governments thatparticipate in the state’s program of group insurance and one person from

lists of nominees submitted by employee organizations other than thoseorganizations set forth in subparagraphs (1) to (5), inclusive, of paragraph

(a) of subsection 1 of section 1 of this act, which represent employees thatparticipate in the state’s program of group insurance, to initial terms that

begin on October 1, 1999, and expire on September 30, 2002.Sec. 3. This act becomes effective on July 1, 1999.
