SENATE CONCURRENT RESOLUTIONDirecting the Legislative Commission to

conduct an interim study of foster care in this state.

1-1 Whereas, There are more than 1,600 children in foster care in this

1-2 state; and

1-3 Whereas, It is important to provide the best possible foster care to

1-4 these children; and

1-5 Whereas, A study of and report on foster care in this state would

1-6 provide a substantial benefit to those working to maintain and improve the

1-7 quality of foster care in this state; now, therefore, be it

1-8 Resolved by the Senate of the State of Nevada, the Assembly

1-9 Concurring, That the Legislative Commission is hereby directed to

1-10 appoint a subcommittee of eight legislators selected as follows:

1-11 1. Four members of the Senate; and

1-12 2. Four members of the Assembly,

1-13 to conduct an interim study of foster care in this state, including, without

1-14 limitation, the adequacy of the foster care currently provided in this state;

1-15 and be it further

1-16 Resolved, That the subcommittee shall consult with the members of

1-17 the advisory committee that is hereby created to assist the subcommittee to

1-18 study foster care in this state; and be it further

1-19 Resolved, That the advisory committee, consisting of six members,

1-20 must be appointed as follows:

1-21 1. One member appointed by the presiding judge of the Second

1-22 Judicial District to represent the Family Court of the Second Judicial

1-23 District and one member appointed by the presiding judge of the Eighth

1-24 Judicial District to represent the Family Court of the Eighth Judicial

2-1 District, both of whom must have knowledge and experience in the

2-2 administration of foster care;

2-3 2. One member who is an employee of the Division of Child and

2-4 Family Services of the Department of Human Resources appointed by the

2-5 Director of the Department of Human Resources;

2-6 3. One member who is a court appointed special advocate appointed

2-7 by the Chairman of the subcommittee;

2-8 4. One member who is a foster parent appointed by the Chairman of

2-9 the subcommittee; and

2-10 5. One member who is a member of the general public appointed by

2-11 the Chairman of the subcommittee; and be it further

2-12 Resolved, That each member of the advisory committee shall serve

2-13 without compensation, except that while he is engaged in the business of

2-14 the committee he is entitled to receive the per diem allowance and travel

2-15 expenses provided for state officers and employees generally, which must

2-16 be paid from the legislative fund; and be it further

2-17 Resolved, That the appointment of the members to the advisory

2-18 committee must be made as soon as practicable after July 1, 1999; and be it

2-19 further

2-20 Resolved, That any recommended legislation proposed by the

2-21 subcommittee must be approved by a majority of the members of the

2-22 Senate appointed to the subcommittee and a majority of the members of

2-23 the Assembly appointed to the subcommittee; and be it further

2-24 Resolved, That the Legislative Commission shall submit a report of its

2-25 findings and any recommendations for legislation to the 71st session of the

2-26 Nevada Legislature.
