SENATE CONCURRENT RESOLUTION—Directing the Legislative Commission to
conduct an interim study of foster care in this state.

Whereas, There are more than 1,600 children in foster care in this1-2
state; and1-3
Whereas, It is important to provide the best possible foster care to1-4
these children; and1-5
Whereas, A study of and report on foster care in this state would1-6
provide a substantial benefit to those working to maintain and improve the1-7
quality of foster care in this state; now, therefore, be it1-8
Resolved by the Senate of the State of Nevada, the Assembly1-9
Concurring, That the Legislative Commission is hereby directed to1-10
appoint a subcommittee of eight legislators selected as follows:1-11
1. Four members of the Senate; and1-12
2. Four members of the Assembly,1-13
to conduct an interim study of foster care in this state, including, without1-14
limitation, the adequacy of the foster care currently provided in this state;1-15
and be it further1-16
Resolved, That the subcommittee shall consult with the members of1-17
the advisory committee that is hereby created to assist the subcommittee to1-18
study foster care in this state; and be it further1-19
Resolved, That the advisory committee, consisting of six members,1-20
must be appointed as follows:1-21
1. One member appointed by the presiding judge of the Second1-22
Judicial District to represent the Family Court of the Second Judicial1-23
District and one member appointed by the presiding judge of the Eighth1-24
Judicial District to represent the Family Court of the Eighth Judicial2-1
District, both of whom must have knowledge and experience in the2-2
administration of foster care;2-3
2. One member who is an employee of the Division of Child and2-4
Family Services of the Department of Human Resources appointed by the2-5
Director of the Department of Human Resources;2-6
3. One member who is a court appointed special advocate appointed2-7
by the Chairman of the subcommittee;2-8
4. One member who is a foster parent appointed by the Chairman of2-9
the subcommittee; and2-10
5. One member who is a member of the general public appointed by2-11
the Chairman of the subcommittee; and be it further2-12
Resolved, That each member of the advisory committee shall serve2-13
without compensation, except that while he is engaged in the business of2-14
the committee he is entitled to receive the per diem allowance and travel2-15
expenses provided for state officers and employees generally, which must2-16
be paid from the legislative fund; and be it further2-17
Resolved, That the appointment of the members to the advisory2-18
committee must be made as soon as practicable after July 1, 1999; and be it2-19
further2-20
Resolved, That any recommended legislation proposed by the2-21
subcommittee must be approved by a majority of the members of the2-22
Senate appointed to the subcommittee and a majority of the members of2-23
the Assembly appointed to the subcommittee; and be it further2-24
Resolved, That the Legislative Commission shall submit a report of its2-25
findings and any recommendations for legislation to the 71st session of the2-26
Nevada Legislature.~
