SENATE CONCURRENT RESOLUTION—Directing the Legislative Commission to
conduct an interim study of the causes and possible solutions to air pollution in Clark County.

Whereas, Rapid population growth and an increase in tourism have1-2
inundated the Las Vegas Valley in recent years; and1-3
Whereas, The Las Vegas Valley has been declared a serious1-4
nonattainment area for dust particle and carbon monoxide pollution by the1-5
Environmental Protection Agency; and1-6
Whereas, Clark County is currently under restriction by the1-7
Environmental Protection Agency that excessive levels of carbon1-8
monoxide must not be detected on more than 1 day for each of the next 21-9
years or sanctions such as loss of federal highway money and federally1-10
mandated car pooling and restrictions on growth may be imposed; and1-11
Whereas, Carbon monoxide levels are considered "unhealthy" when1-12
they reach 100 parts per million on the pollution index and "excessive"1-13
when they reach 113 parts or more per million; and1-14
Whereas, Clark County exceeded the "unhealthy" standard three times1-15
in 1998, with two of those times exceeding the 113-level mark; and1-16
Whereas, Carbon monoxide at unhealthy levels robs the body of1-17
oxygen, causing fatigue and headaches, and more serious symptoms for1-18
people with respiratory problems; now, therefore, be it1-19
Resolved by the Senate of the State of Nevada, the Assembly1-20
Concurring, That the Legislative Commission is hereby directed to1-21
appoint an interim committee, composed of members of the Assembly and1-22
members of the Senate, to conduct an interim study concerning the causes1-23
and possible solutions to the problem of air pollution in Clark County; and1-24
be it further2-1
Resolved, That the study include, without limitation, an examination,2-2
review and evaluation of:2-3
1. The types and rates of success of programs used in other states or2-4
counties to combat air pollution;2-5
2. The regulations of this state and other states that are designed to2-6
combat the problem of air pollution;2-7
3. Viable means of reducing carbon monoxide levels, including,2-8
without limitation, stricter smog checks, annual smog checks on diesel2-9
trucks and buses, and the use of 3.5 percent oxygenated fuel either during2-10
the winter or year-round; and2-11
4. The feasibility of implementing such programs; and be it further2-12
Resolved, That any recommended legislation proposed by the2-13
committee must be approved by a majority of the members of the2-14
Assembly appointed to the committee and a majority of the members of2-15
the Senate appointed to the committee; and be it further2-16
Resolved, That the Legislative Commission submit a report of the2-17
results of the study and any recommended legislation to the 71st session of2-18
the Nevada Legislature.~
