SENATE CONCURRENT RESOLUTIONMemorializing former Assemblyman Marvin

Bender Humphrey and his wife, Lucie King Humphrey.

1-1 Whereas, The members of the 70th Nevada Legislature note with

1-2 sadness the passing of visionary lawmaker former Assemblyman Marvin

1-3 Bender Humphrey who died at his Reno residence on November 19, 1998,

1-4 and also the passing of his wife of 66 years, Lucie King Humphrey, who

1-5 preceded him in death on July 10, 1998; and

1-6 Whereas, Marvin Bender Humphrey, the descendent of a pioneer

1-7 ranching family that dated to the 1849 California Gold Rush was born on

1-8 September 4, 1909, to Frank E. and Clara (Bender) Humphrey; and

1-9 Whereas, Marvin Humphrey received his education from Reno schools

1-10 and graduated from the University of Nevada in 1931 with a Bachelor of

1-11 Science in agriculture; and

2-1 Whereas, In 1932 Marvin Humphrey married Lucie King who later

2-2 became a power in her own right in the Nevada Republican Party and was a

2-3 perennial GOP National Committeewoman; and

2-4 Whereas, The business career of Marvin Humphrey included a 30-year

2-5 partnership with his brother, Frank, in the Humphrey Realty and Investment

2-6 Company and co-ownership of the Humphrey Meat Packing Company

2-7 which provided food to combat forces during World War II; and

2-8 Whereas, Marvin Humphrey served his country as a member of the

2-9 United States Coast Guard in 1944 and further served the State of Nevada

2-10 in numerous roles, including a term as Chairman of the Nevada Republican

2-11 Party and 3 years as Nevada Public Service Commissioner; and

2-12 Whereas, Further involvement in the community is evidenced by

2-13 Marvin Humphrey’s membership in such organizations as the Rotary Club

2-14 of Reno, the Reno Prospectors Club, the Reno Elks Club, the Kerak

2-15 Temple, the Masonic Lodge and various others; and

2-16 Whereas, As Chairman of the Washoe Regional Street and Highway

2-17 Commission for 13 years and Chairman of the Truckee Meadows Urban

2-18 Transportation Committee, the vision of Marvin Humphrey was most

2-19 evident in his efforts to create the Wells Avenue overpass and to complete

2-20 the McCarran Boulevard project; and

2-21 Whereas, During his terms as a member of the Nevada Assembly from

2-22 1947 to 1952 and again from 1957 to 1960, Marvin Humphrey played a

2-23 vital role in the enactment of the Nevada Free Port Law which would allow

2-24 Nevada to store goods in transit without taxation, resulting in economic

2-25 benefit to the state; and

2-26 Whereas, Marvin Humphrey is remembered for his organizational

2-27 skills, his calm management style and his soft-spoken manner which helped

2-28 provide balance and perspective to discussions that might otherwise have

2-29 been politicized; and

2-30 Whereas, Marvin Humphrey’s wife of 66 years, Lucie King

2-31 Humphrey, served the community in her own way as a board member,

2-32 President and Executive Director of the Sierra Nevada Girl Scouts over a

2-33 period of 20 years, as a member of the Nevada Historical Society and the

2-34 Nevada Horticultural Society, as President of the Campus YWCA Advisory

2-35 Board and as a member of the steering committee for Rancho San Rafael

2-36 Park; and

2-37 Whereas, Active for many years in the Republican Party, Lucie

2-38 Humphrey was appointed to the Washoe County Central Committee in

2-39 1948, was a charter member of the Republican Women’s Club of Reno,

2-40 served as President of the Nevada Federation of Women from 1950 to 1953

2-41 and held office as a National Committeewoman for the State of Nevada

2-42 from 1968 to 1980; and

3-1 Whereas, In recognition of her many accomplishments, Lucie King

3-2 Humphrey was a recipient of the Distinguished Alumni Award from the

3-3 University of Nevada, Reno; and

3-4 Whereas, Marvin and Lucie Humphrey are survived by their children,

3-5 Joseph Humphrey of Sun Valley, Idaho, Ellen Riley and Sarah White of

3-6 Reno, and Barbara Redman of Elko; now, therefore, be it

3-7 Resolved by the Senate of the State of Nevada, the Assembly

3-8 Concurring, That the members of the 70th session of the Nevada

3-9 Legislature extend their deepest sympathies to the children, grandchildren

3-10 and great-grandchildren of Marvin and Lucie Humphrey; and be it further

3-11 Resolved, That the dedication and civic commitment of Marvin and

3-12 Lucie Humphrey on behalf of the residents of the State of Nevada will be

3-13 remembered through their legacy of achievements; and be it further

3-14 Resolved, That the Secretary of the Senate prepare and transmit a copy

3-15 of this resolution to Marvin and Lucie Humphrey’s children, Joseph, Ellen,

3-16 Sarah and Barbara.
