SENATE CONCURRENT RESOLUTIONDirecting the Legislative Commission to

conduct an interim study of Medicaid managed care programs.

1-1 Whereas, Medicaid managed care programs provide health care

1-2 services to many residents of this state; and

1-3 Whereas, It is important to determine the quality of health care

1-4 services provided to participants of Medicaid managed care programs; and

1-5 Whereas, It is important to determine the impact of Medicaid managed

1-6 care programs upon essential community providers; now, therefore, be it

1-7 Resolved by the Senate of the State of Nevada, the Assembly

1-8 Concurring, That the Legislative Commission is hereby directed to

1-9 appoint a subcommittee of legislators to conduct an interim study

1-10 concerning Medicaid managed care programs, including, without

1-11 limitation, the child health assurance program established pursuant to 42

1-12 U.S.C. § 1396a(a)(10)(A)(i)(IV), (VI) and (VII); and be it further

1-13 Resolved, That the study must include an analysis of:

1-14 1. The quality of health care services provided by Medicaid managed

1-15 care programs;

1-16 2. Whether pharmaceutical products are provided in a timely manner

1-17 to participants of Medicaid managed care programs;

1-18 3. Whether providers of health care are available within the

1-19 geographic area of the participants;

1-20 4. Whether participants have adequate access to health care specialists;

1-21 5. The manner in which the Medicaid managed care programs resolve

1-22 complaints of participants; and

2-1 6. Any other matter related to the adequacy of the services provided by

2-2 Medicaid managed care programs, as deemed necessary by the

2-3 subcommittee; and be it further

2-4 Resolved, That the subcommittee shall review and evaluate the impact

2-5 of Medicaid managed care programs upon:

2-6 1. Recipients of temporary assistance for needy families as defined in

2-7 NRS 422.0535; and

2-8 2. Essential community providers; and be it further

2-9 Resolved, That the subcommittee shall define "essential community

2-10 provider" for the purposes of the study; and be it further

2-11 Resolved, That any recommended legislation proposed by the

2-12 subcommittee must be approved by a majority of the members of the

2-13 Senate appointed to the subcommittee and a majority of the members of

2-14 the Assembly appointed to the subcommittee; and be it further

2-15 Resolved, That the Legislative Commission shall submit a report of

2-16 the results of the study and any recommendations for legislation to the 71st

2-17 session of the Nevada Legislature.
