SENATE CONCURRENT RESOLUTION—Directing the Legislative Commission to
conduct an interim study of Medicaid managed care programs.

Whereas, Medicaid managed care programs provide health care1-2
services to many residents of this state; and1-3
Whereas, It is important to determine the quality of health care1-4
services provided to participants of Medicaid managed care programs; and1-5
Whereas, It is important to determine the impact of Medicaid managed1-6
care programs upon essential community providers; now, therefore, be it1-7
Resolved by the Senate of the State of Nevada, the Assembly1-8
Concurring, That the Legislative Commission is hereby directed to1-9
appoint a subcommittee of legislators to conduct an interim study1-10
concerning Medicaid managed care programs, including, without1-11
limitation, the child health assurance program established pursuant to 421-12
U.S.C. § 1396a(a)(10)(A)(i)(IV), (VI) and (VII); and be it further1-13
Resolved, That the study must include an analysis of:1-14
1. The quality of health care services provided by Medicaid managed1-15
care programs;1-16
2. Whether pharmaceutical products are provided in a timely manner1-17
to participants of Medicaid managed care programs;1-18
3. Whether providers of health care are available within the1-19
geographic area of the participants;1-20
4. Whether participants have adequate access to health care specialists;1-21
5. The manner in which the Medicaid managed care programs resolve1-22
complaints of participants; and2-1
6. Any other matter related to the adequacy of the services provided by2-2
Medicaid managed care programs, as deemed necessary by the2-3
subcommittee; and be it further2-4
Resolved, That the subcommittee shall review and evaluate the impact2-5
of Medicaid managed care programs upon:2-6
1. Recipients of temporary assistance for needy families as defined in2-7
NRS 422.0535; and2-8
2. Essential community providers; and be it further2-9
Resolved, That the subcommittee shall define "essential community2-10
provider" for the purposes of the study; and be it further2-11
Resolved, That any recommended legislation proposed by the2-12
subcommittee must be approved by a majority of the members of the2-13
Senate appointed to the subcommittee and a majority of the members of2-14
the Assembly appointed to the subcommittee; and be it further2-15
Resolved, That the Legislative Commission shall submit a report of2-16
the results of the study and any recommendations for legislation to the 71st2-17
session of the Nevada Legislature.~
