SENATE CONCURRENT RESOLUTIONUrging the Bureau of Licensure and

Certification of the Health Division of the Department of Human Resources to publish its

survey of certain long-term care facilities in a manner that it is more accessible

and easier for consumers to understand.

1-1 Whereas, The Bureau of Licensure and Certification of the Health

1-2 Division of the Department of Human Resources is required by federal law

1-3 to survey nursing facilities funded by Medicaid and skilled nursing

1-4 facilities funded by Medicare to determine whether the facilities continue

1-5 to meet the requirements for participation in the Medicaid and Medicare

1-6 programs; and

1-7 Whereas, Such surveys must include, without limitation, an evaluation

1-8 of the quality of care provided to residents of the facilities, as measured by

1-9 medical, nursing and rehabilitative care, services related to diet and

1-10 nutrition, opportunities to participate in social activities, sanitation, control

1-11 of infection and the physical environment; and

1-12 Whereas, The Bureau of Licensure and Certification is required by

1-13 federal law to make certain information concerning the surveys of nursing

1-14 facilities funded by Medicaid and skilled nursing facilities funded by

1-15 Medicare available upon request to the public; and

2-1 Whereas, Information and data collected through the surveys,

2-2 including, without limitation, information concerning the quality of care

2-3 furnished to residents of such facilities, is useful to consumers in choosing

2-4 a nursing facility for themselves or their loved ones when it is available in

2-5 convenient locations and in a format that is clear and comprehensible to a

2-6 layperson who has limited experience with skilled and unskilled nursing

2-7 facilities; and

2-8 Whereas, The information and data collected through the surveys is

2-9 currently not available in convenient locations or provided to the public in

2-10 a manner that is easy to understand and use in making decisions

2-11 concerning long-term care; now, therefore, be it

2-12 Resolved by the Senate of the State of Nevada, the Assembly

2-13 Concurring, That the Nevada Legislature hereby encourages the Bureau

2-14 of Licensure and Certification of the Health Division of the Department of

2-15 Human Resources to make the results of its survey of nursing facilities and

2-16 skilled nursing facilities available to the public in a format that is clear and

2-17 easily understandable to ensure that the results of the survey will assist

2-18 consumers in choosing and evaluating nursing facilities; and be it further

2-19 Resolved, That the Bureau of Licensure and Certification of the

2-20 Health Division of the Department of Human Resources is hereby

2-21 encouraged to make the results of its survey of nursing facilities and

2-22 skilled nursing facilities available at locations that are easily accessible to

2-23 consumers of long-term care, including, without limitation, senior centers;

2-24 and be it further

2-25 Resolved, That the Secretary of the Senate prepare and transmit a

2-26 copy of this resolution to the Chief of the Bureau of Licensure and

2-27 Certification of the Health Division of the Department of Human

2-28 Resources.
