SENATE CONCURRENT RESOLUTION—Urging the Bureau of Licensure and
Certification of the Health Division of the Department of Human Resources to publish its
survey of certain long-term care facilities in a manner that it is more accessible
and easier for consumers to understand.

Whereas, The Bureau of Licensure and Certification of the Health1-2
Division of the Department of Human Resources is required by federal law1-3
to survey nursing facilities funded by Medicaid and skilled nursing1-4
facilities funded by Medicare to determine whether the facilities continue1-5
to meet the requirements for participation in the Medicaid and Medicare1-6
programs; and1-7
Whereas, Such surveys must include, without limitation, an evaluation1-8
of the quality of care provided to residents of the facilities, as measured by1-9
medical, nursing and rehabilitative care, services related to diet and1-10
nutrition, opportunities to participate in social activities, sanitation, control1-11
of infection and the physical environment; and1-12
Whereas, The Bureau of Licensure and Certification is required by1-13
federal law to make certain information concerning the surveys of nursing1-14
facilities funded by Medicaid and skilled nursing facilities funded by1-15
Medicare available upon request to the public; and2-1
Whereas, Information and data collected through the surveys,2-2
including, without limitation, information concerning the quality of care2-3
furnished to residents of such facilities, is useful to consumers in choosing2-4
a nursing facility for themselves or their loved ones when it is available in2-5
convenient locations and in a format that is clear and comprehensible to a2-6
layperson who has limited experience with skilled and unskilled nursing2-7
facilities; and2-8
Whereas, The information and data collected through the surveys is2-9
currently not available in convenient locations or provided to the public in2-10
a manner that is easy to understand and use in making decisions2-11
concerning long-term care; now, therefore, be it2-12
Resolved by the Senate of the State of Nevada, the Assembly2-13
Concurring, That the Nevada Legislature hereby encourages the Bureau2-14
of Licensure and Certification of the Health Division of the Department of2-15
Human Resources to make the results of its survey of nursing facilities and2-16
skilled nursing facilities available to the public in a format that is clear and2-17
easily understandable to ensure that the results of the survey will assist2-18
consumers in choosing and evaluating nursing facilities; and be it further2-19
Resolved, That the Bureau of Licensure and Certification of the2-20
Health Division of the Department of Human Resources is hereby2-21
encouraged to make the results of its survey of nursing facilities and2-22
skilled nursing facilities available at locations that are easily accessible to2-23
consumers of long-term care, including, without limitation, senior centers;2-24
and be it further2-25
Resolved, That the Secretary of the Senate prepare and transmit a2-26
copy of this resolution to the Chief of the Bureau of Licensure and2-27
Certification of the Health Division of the Department of Human2-28
Resources.~
