AN ACT relating to legislative affairs; requiring the Legislative Auditor to contract with a private auditing or consulting firm to conduct an audit of the Emission Reduction Credit Program in Clark County; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. 1. The Legislative Auditor shall contract through a sole
1-2 source contract with a private auditing or consulting firm to conduct an
1-3 audit of the Emission Reduction Credit Program in Clark County.
1-4 2. The contract must require the private auditing or consulting firm to
1-5 complete the audit and to submit a final written report of the audit to the
1-6 Legislative Auditor not later than May 31, 2001. The Legislative Auditor
1-7 shall submit copies of the final written report of the audit to the members
1-8 of the Senate Committee on Legislative Affairs and Operations, to the
1-9 members of the Audit Subcommittee of the Legislative Commission and to
1-10 the District Attorney of Clark County.
1-11 Sec. 2. 1. Upon the request of the Legislative Auditor, the Clark
1-12 County Health District shall transfer to the legislative fund the sum of
1-13 $200,000 to carry out the provisions of section 1 of this act.
1-14 2. Any remaining balance of the sum transferred pursuant to
1-15 subsection 1 must not be committed for expenditure after May 31, 2001,
1-16 and must be transferred to the Clark County Health District as soon as all
1-17 payments of money have been made.
2-1 Sec. 3. The provisions of subsection 1 of NRS 354.599 do not apply
2-2 to any additional expenses of a local government that are related to the
2-3 provisions of this act.
2-4 Sec. 4. This act becomes effective on passage and approval.
