The Committee on Elections, Procedures, and Ethics was reconvened at 4:43 p.m. on Friday, May 25, 2001.  Chairwoman Chris Giunchigliani presided in Room 3138 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Agenda.  Exhibit B is the Guest List.  All exhibits are available and on file at the Research Library of the Legislative Counsel Bureau.

Not wanting to reconvene behind the bar and discourage public interaction, Chairwoman Giunchigliani called the meeting to order for continuation of the hearing on A.B. 664

 

 

Assembly Bill 664:  Revises districts for state board of education and board of regents. (BDR 34-1541)

 

Before taking a vote, she stated the maps were redrawn after the May 24, 2001 meeting, partially due to the testimony heard from the Regents in the south. They gave back to Regent Dondero more of her original district though she and Regent Wiesner were maintained in the same district. Also created was an Hispanic seat with 51.50 percent population and an African-American seat at 25.59 percent, a higher ratio than drawn in the original regent proposal of 13 members. Though it was a good option, the 13-member plan violated deviation percentages, compactness, and problems with the representation of Hispanic and African-American communities of interest.

 

By not drawing the State Board of Education (SBE) at 11 members but at the 10 they voted for, not all of the SBE were in the same seats as the regents.

 

The recommendation was to amend A.B. 664, leaving the SBE as drafted, but to adopt proposal No. 4 for the university regents.

 

Speaker Emeritus Dini stated he met with Bob Erickson, Research Director, Legislative Counsel Bureau, and was trying to figure out a better way to deal with Regent Gallagher’s area. The only way to readjust her district was to provide a strip along the southwest side of the state that would encompass a part of Clark County as well as Churchill County. He saw no way of rebuilding that district and felt the plan decided upon afforded the best for everyone concerned.

 

Chairwoman Giunchigliani called for action on the bill.

 

ASSEMBLYWOMAN BUCKLEY MOVED TO AMEND AND DO PASS A.B. 664.

 

ASSEMBLYMAN BACHE SECONDED THE MOTION.

 

THE MOTION CARRIED UNANIMOUSLY BY THOSE PRESENT. SPEAKER PERKINS WAS ABSENT FOR THE VOTE.

 

The hearing posted for Tuesday, May 29, 2001, was announced, after which the meeting was adjourned at 4:47 p.m.
