The Committee on Taxationwas called to order at 1:30 p.m., on Tuesday, February 6, 2001. Chairman David Goldwater presided in Room 3142 of the Legislative Building, Carson City, Nevada. Exhibit A is the Agenda. Exhibit B is the Guest List. All exhibits are available and on file at the Research Library of the Legislative Counsel Bureau.

The first meeting of the Assembly Committee on Taxation was called to order. Chairman Goldwater introduced the new member of the committee, Mr. David Brown, as well as members of the staff.
The first order of business was the adoption of the committee’s Standing Rules. The Chairman opened the floor for discussion and comment. The rules were acceptable in their presented format. Chairman Goldwater announced he would accept a motion to adopt the Standing Rules.

THE MOTION CARRIED UNANIMOUSLY.
The next item of business was a brief overview of the Revenue Reference Manual by Fiscal Analyst, Ted Zuend. He explained the manual was distributed for use by committee members as a reference source. Mr. Zuend also provided a calendar that set forth the meeting schedule and important deadline dates as they would apply to bill actions. He advised the members could keep the manual for their personal use and he would continue to provide handouts and articles as they related to tax issues the committee would consider throughout the session. Mr. Zuend also indicated he had downloaded all the Bill Draft Requests (BDRs) that related to tax issues, as well as amendments to Title 32 of Nevada Revised Statutes (NRS).
Chairman Goldwater advised that at the next meeting of the Committee on Taxation, currently scheduled for February 8, 2001, the Commission on Economic Development and the Nevada Department of Taxation had been placed on the agenda. The Chairman also indicated, that a week from today, February 15, 2001, the teacher’s tax initiative would be presented. The proponents of the initiative would be allotted approximately two hours for their presentation. The Chairman indicated the opponents of the tax initiative would be allotted equal time on the following Tuesday, February 20, 2001, and 15 minutes for rebuttal would be allotted. The Chairman advised the meeting would be open to the public for comment and commentary.
Finally, Mr. Zuend indicated he would check on what material the Department of Taxation would bring for the next scheduled meeting. Mr. Zuend indicated to the members he would request the publication entitled Nevada Department of Taxation, Fiscal Year 2000-2001, Property Tax Rates for Nevada Local Governments and the compilation of the taxes collected for FY2000 for the next scheduled meeting.
Mr. Anderson told the committee he had reservations about the taxation levy for temporary housing. He asked the Chairman if he would be interested in introducing a bill. The Chairman stated he saw no reason not to proceed with a Bill Draft Request.
The Chairman asked if there was any other business. There was none and the meeting was adjourned at 1:45 p.m.
