The Senate Committee on Legislative Affairs and Operationswas called to order by Chairman Jon C. Porter, at 12:40 p.m., on Monday, May 21, 2001, in Room 2144 of the Legislative Building, Carson City, Nevada. There was no Agenda. There was no Attendance Roster.

Senator Porter opened the hearing on Assembly Bill (A.B.) 18.
ASSEMBLY BILL 18: Requires fiscal note for legislative measure to contain estimate of certain fiscal impacts for two biennia. (BDR 17-204)
Senator James said as it currently reads the law says the fiscal note must contain a reliable estimate of the fiscal liability or state revenue under the bill or joint measure including, to the extent possible, a projection of such changes in future biennia. He commented this law already requires that if possible the agencies have to give the analysis for future biennia.
Senator James stated for the Legislature to mandate that the agencies speculate over a 4-year period about the fiscal impact of a proposed change will be an invitation for mischief. He said the law works as it exists and this change is not needed.
SENATOR JAMES MOVED TO INDEFINITELY POSTPONE ASSEMBLY BILL 18.
SENATOR MATHEWS SECONDED THE MOTION.
THE MOTION CARRIED. (SENATORS RAGGIO AND RAWSON WERE ABSENT FOR THE VOTE.)
