The Senate Committee on Natural Resourceswas called to order by Chairman Dean A. Rhoads, at 2:10 p.m., on Monday, March 12, 2001, in Room 2144 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Agenda.  Exhibit B is the Attendance Roster.  All exhibits are available and on file at the Research Library of the Legislative Counsel Bureau.

Chairman Rhoads opened the work session on Senate Bill (S.B.) 161, referring to measures being considered for each bill (Exhibit C). 

 

SENATE BILL 161Requires applicant for permit to operate certain water systems to provide documentation that applicant possesses sufficient water rights to operate system. (BDR 40-308)

 

            SENATOR COFFIN MOVED TO DO PASS S.B. 161.

           

            SENATOR CARLTON SECONDED THE MOTION.

           

            THE MOTION CARRIED.  (SENATOR SHAFFER WAS ABSENT FOR THE VOTE.)

Chairman Rhoads provided Senate Joint Resolution (S.J.R.) 1.

 

 SENATE JOINT RESOLUTION 1Expresses support of Nevada Legislature for amendment to Federal Land Policy and Management Act of 1976 to require identification, mapping and recognition of certain rights of way across land administered by Federal Government. (BDR R-1039)

 

            SENATOR MCGINNESS MOVED TO AMEND AND DO PASS S.J.R. 1.

           

            SENATOR JACOBSEN SECONDED THE MOTION.

           

            THE MOTION CARRIED.  (SENATOR SHAFFER WAS ABSENT FOR THE VOTE.)

Chairman Rhoads provided S.J.R. 2.

 

 SENATE JOINT RESOLUTION 2:  Expresses opposition to designation of national monument by President of United States without obtaining approval of each state and local government in which national monument is located. (BDR R-723)

 

            SENATOR JAMES MOVED TO AMEND AND DO PASS S.J.R. 2.

           

            SENATOR MCGINNESS SECONDED THE MOTION.

           

            THE MOTION CARRIED.  (SENATORS COFFIN AND CARLTON VOTED NO.  SENATOR SHAFFER WAS ABSENT FOR THE VOTE.)
