The Senate Committee on Taxationwas called to order by Chairman Mike McGinness, at 1:37 p.m., on Thursday, May 17, 2001, in Room 2135 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Agenda.  Exhibit B is the Attendance Roster.  All exhibits are available and on file at the Research Library of the Legislative Counsel Bureau.

Chairman McGinness:

We have one bill in work session, Assembly Bill (A.B.) 501.

 

ASSEMBLY BILL 501:  Makes various changes relating to taxes imposed for support of school districts. (BDR 34-1004)

 

Chairman McGinness:

This is the bill on which Assemblywoman Giunchigliani testified.  If you look at the amendment (Exhibit C), Assemblywoman Giunchigliani has agreed to delete sections 1 through 6 and leave sections 7 and 8.  Sections 7 and 8 on pages 5 and 6 are all that would be left in the bill.  It has language that Elko County needs on their pay-as-you-go funding plan and holds them harmless.

 

Senator Neal:

What does it do then?

 

Kevin D. Welsh, Deputy Fiscal Analyst:

The bill originally was going to have some advisory elections and mechanisms by which some school districts could be funded.  Assemblywoman Giunchigliani thinks she can do that in another bill.  Sections 7 and 8 allow those entities having alternate kinds of capital programs, other than bonding, primarily pay-as-you-go, to be held harmless from the other provisions that she may pursue in another bill.  It applies primarily to the Elko County School District.

 

            SENATOR RHOADS MOVED TO AMEND PER EXHIBIT C AND DO PASS AS AMENDED A.B. 501.

 

            SENATOR O’CONNELL SECONDED THE MOTION.

 

            THE MOTION CARRIED UNANIMOUSLY.

Chairman McGinness:

The other bill we had to consider today was A.B. 653 and the parties involved have advised they are close to working out an agreement, but they are not ready to do that.

 

ASSEMBLY BILL 653:  Makes various changes to formula for distribution of certain revenues. (BDR 32-1459)

 

James B. Gibson, Mayor, City of Henderson:

We are not any closer today than we were a week ago but we have worked on this issue all day and we are running some numbers which preliminarily narrow the gap significantly between where the City of Las Vegas has been in overall revenues over the period.  The others have not seen what we have done, and we have not shared it with anyone because we do not have real numbers yet.  We expect to have them by the end of the day.  My hope and expectation is we will be able to resolve it but we have agreed that probably tomorrow once the numbers are done late today, the mayor and I and our managers will meet and see if we cannot resolve the issue.

 

Oscar B. Goodman, Mayor, City of Las Vegas:

We are no closer than we were when we left you but we understand if there is a way we can resolve the problem among ourselves it is to everybody’s advantage.  If we cannot then we will come back and put it in your good hands.

 

Michael Alastuey, Lobbyist, Clark County:

We are also interested in the outcome of the development of any further alternatives.  When we see those we will be sure to give you our input.

 

Chairman McGinness:

We will complete A.B. 653 on Monday, May 21, 2001 at 7 a.m.  I adjourn the meeting at 2:40 p.m.
