Seventy-First Session

February 13, 2001

 

 

The Senate Committee on Transportationwas called to order by Chairman William R. O'Donnell, at 1:30 p.m., on Tuesday, February 13, 2001, in Room 2149 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Agenda.  Exhibit B is the Attendance Roster.  All exhibits are available and on file at the Research Library of the Legislative Counsel Bureau.

Chairman O’Donnell opened the meeting by introducing committee members and asked for remarks.  He then introduced Donald O. Williams, Committee Policy Analyst, Research Division, Legislative Counsel Bureau, and Micheline N. Fairbank, Committee Policy Analyst, Legislative Counsel Bureau.  Chairman O’Donnell then introduced the committee manager and the committee secretaries.

 

Chairman O’Donnell continued the meeting by introducing the “Standing Rules of the Senate Committee on Transportation, Seventy-First Session” (Exhibit C).  Chairman O’Donnell commented the same rules apply as last session, except item 13 was added.  He reviewed item 13 in detail.  Chairman O’Donnell asked the audience to please enforce and support this rule at all times during committee meetings.

 

Mr. Williams submitted a prepared committee brief (Exhibit D) providing background information from the 1999 Legislative Session and information forthcoming for the 2001 Legislative Session.

 

Chairman O’Donnell called attention to the “notorious” Senate Bill 491 of the Seventieth Session regarding regulations for taxicabs and other common carriers.   He mentioned that this bill was heard in the 1999 Legislative Session and would become an issue this session as well.

 

SENATE BILL 491 OF THE SEVENTIETH SESSIONMakes various changes relating to regulation of common and contract motor carriers, operators of tow cars, carriers of household goods, taxicab motor carriers and limousine motor carriers.  (BDR 58-1606)

 

SENATOR AMODEI MOVED TO ADOPT THE STANDING RULES OF THE SENATE COMMITTEE ON TRANSPORTATION.

 

SENATOR CARE SECONDED THE MOTION.

 

THE MOTION CARRIED UNANIMOUSLY.

Chairman O’Donnell introduced Bill Draft Request (BDR) 43-405.

 

BILL DRAFT REQUEST 43-405Revises provisions governing suspension and revocation of driver’s license under certain circumstances.  (Later introduced as Senate Bill 130.)

 

SENATOR AMODEI MOVED TO INTRODUCE BDR 43-405.

 

SENATOR JACOBSEN SECONDED THE MOTION.

 

THE MOTION CARRIED UNANIMOUSLY.

Senator Carlton asked whether BDR 43-405 relates only to the people under the age of 21 or if it relates to all drivers.  Senator O’Donnell stated that he believed it relates to both groups of people and that he would have the committee policy analyst review it.

 

There being no further business, the hearing was adjourned at 1:49 p.m.
