AN ACT relating to education; requiring the state board of education and the board of trustees of each school district to adopt policies encouraging effective involvement by parents and families in support of their children and the education of their children; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1    Section 1.  Chapter 392 of NRS is hereby amended by adding thereto a

1-2  new section to read as follows:

1-3    1.  The state board shall, in consultation with the boards of trustees of

1-4  school districts, educational personnel, and local associations and

1-5  organizations of parents whose children are enrolled in public schools

1-6  throughout this state, adopt a policy to encourage effective involvement

1-7  by parents and families in support of their children and the education of

1-8  their children. The policy adopted by the state board must be considered

1-9  when the board:

1-10    (a) Consults with the boards of trustees of school districts in the

1-11  adoption of policies pursuant to subsection 3; and

1-12    (b) Interacts with school districts, public schools, educational

1-13  personnel, parents and legal guardians of pupils, and members of the

1-14  general public in carrying out its duties pursuant to this title.

1-15    2.  The policy adopted by the state board pursuant to subsection 1

1-16  must include the following elements and goals:


2-1    (a) Promotion of regular, two-way, meaningful communication

2-2  between home and school.

2-3    (b) Promotion and support of responsible parenting.

2-4    (c) Recognition of the fact that parents and families play an integral

2-5  role in assisting their children to learn.

2-6    (d) Promotion of an open atmosphere for parents and families to visit

2-7  the school that their children attend and active solicitation of parental

2-8  and familial support and assistance for school programs.

2-9    (e) Inclusion of parents as full partners in decisions affecting their

2-10  children and families.

2-11    (f) Availability of community resources to strengthen and promote

2-12  school programs, family practices and the achievement of pupils.

2-13    3.  The board of trustees of each school district shall, in consultation

2-14  with the state board, educational personnel, and local associations and

2-15  organizations of parents whose children are enrolled in public schools of

2-16  the school district, adopt policies to encourage effective involvement by

2-17  parents and families in support of their children and the education of

2-18  their children. The policies adopted pursuant to this subsection must:

2-19    (a) Be consistent, to the extent applicable, with the policy adopted by

2-20  the state board pursuant to subsection 1; and

2-21    (b) Include the elements and goals specified in subsection 2.

2-22    4.  The state board and the board of trustees of each school district

2-23  shall, at least once each year, review and amend their respective policies

2-24  as necessary.

2-25    Sec. 2.  1.  On or before December 1, 2001, the state board of

2-26  education shall adopt a policy pursuant to subsection 1 of section 1 of this

2-27  act.

2-28    2.  On or before March 1, 2002, the board of trustees of each school

2-29  district shall adopt policies pursuant to subsection 3 of section 1 of this act.

2-30    3.  The policies initially adopted by the state board of education and the

2-31  board of trustees of each school district pursuant to section 1 of this act

2-32  must be consistent with the guidelines set forth in National Standards for

2-33  Parent/Family Involvement Programs, as issued by the National PTA in

2-34  May 1998.

2-35    Sec. 3.  This act becomes effective on July 1, 2001.
