AN ACT relating to education; increasing the membership of the commission on professional standards in education; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. NRS 391.011 is hereby amended to read as follows:
1-2 391.011 1. The commission on professional standards in education,
1-3 consisting of [nine] 11 members appointed by the governor, is hereby
1-4 created.
1-5 2. Four members of the commission must be teachers who teach in the
1-6 classroom as follows:
1-7 (a) One who teaches in a secondary school.
1-8 (b) One who teaches in a middle school or junior high school.
1-9 (c) One who teaches in an elementary school.
1-10 (d) One who teaches special education.
1-11 3. The remaining members of the commission must include:
1-12 (a) One counselor or psychologist employed by a school district.
1-13 (b) Two administrators of schools, at least one of whom must be a
1-14 principal of a school.
1-15 (c) Two persons who are employed to recruit and select licensed
1-16 educational personnel for a school district. The persons appointed
1-17 pursuant to this paragraph must not be employed by the same school
1-18 district.
1-19 (d) The dean of the College of Education at one of the universities in the
1-20 University and Community College System of Nevada, or a representative
2-1 of one of the Colleges of Education nominated by such a dean for
2-2 appointment by the governor.
2-3 [(d)] (e) One member who is a representative of the general public.
2-4 4. The appointments of a counselor, the administrators , the persons
2-5 who are employed to recruit and select licensed educational personnel
2-6 and three of the four teachers must be made from a list of names of at least
2-7 three persons for each position that is submitted to the governor:
2-8 (a) For the counselor and teachers, by an employee organization
2-9 representing the majority of counselors and the majority of teachers in the
2-10 State of Nevada who teach in the educational level from which the
2-11 appointment is being made . [; or]
2-12 (b) For administrators, by an organization of administrators for schools
2-13 in which the majority of administrators of schools in this state have
2-14 membership.
2-15 (c) For the persons who are employed to recruit and select licensed
2-16 educational personnel, by the Nevada Association of School Boards.
2-17 5. One member of the commission who is a teacher, administrator,
2-18 counselor or psychologist must be employed by a private school licensed
2-19 pursuant to chapter 394 of NRS.
2-20 Sec. 2. NRS 391.013 is hereby amended to read as follows:
2-21 391.013 No member of the commission who is a teacher, counselor,
2-22 administrator [or] , representative of the general public or employee who
2-23 recruits and selects licensed educational personnel may serve more than
2-24 two terms.
2-25 Sec. 3. On or before July 1, 2001, the governor shall appoint two
2-26 members to the commission on professional standards in education in
2-27 accordance with the amendatory provisions of section 1 of this act to terms
2-28 commencing on July 1, 2001.
2-29 Sec. 4. This act becomes effective upon passage and approval.
