AN ACT relating to education; making an appropriation to the Department of Education for grants of money to pay the costs incurred for licensed teachers to obtain endorsements to teach English as a second language; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1    Section 1.  1.  There is hereby appropriated from the state general

1-2  fund to the Department of Education the sum of $120,000 for grants of

1-3  money to public schools to pay the costs incurred for licensed teachers to

1-4  obtain endorsements to teach English as a second language.

1-5    2.  A public school may apply to the Department of Education for a

1-6  grant of money from the appropriation made by subsection 1 to pay the

1-7  costs incurred for licensed teachers employed at the school to obtain

1-8  endorsements to teach English as a second language. The application must

1-9  include the proposed number of licensed teachers employed at the school

1-10  who intend to receive education and training to obtain an endorsement to

1-11  teach English as a second language. If an application is approved by the

1-12  Department of Education, the department shall, within the limits of money

1-13  available from the appropriation made by subsection 1, provide a grant of

1-14  money to the public school in an amount not to exceed $1,200 for each

1-15  licensed teacher employed at the school who intends to obtain an

1-16  endorsement to teach English as a second language.


2-1    3.  A public school that receives a grant of money pursuant to this

2-2  section shall use the money to pay the costs for licensed teachers employed

2-3  at the school to obtain endorsements individually or collectively to teach

2-4  English as a second language. A public school may contract or otherwise

2-5  provide for collective education or training at the school for a group of

2-6  teachers to obtain such endorsements. For each licensed teacher who

2-7  receives education or training to obtain such an endorsement, the public

2-8  school shall pay not more than $1,200 for tuition or registration fees,

2-9  textbooks, course materials and the salary of a substitute teacher who is

2-10  hired to fill the position of the licensed teacher while he is receiving the

2-11  education or training.

2-12    4.  Any remaining balance of the appropriation made by subsection 1

2-13  must not be committed for expenditure after June 30, 2003, and reverts to

2-14  the state general fund as soon as all payments of money committed have

2-15  been made.

2-16    Sec. 2.  This act becomes effective upon passage and approval.
