AN ACT making an appropriation for the partial support of Federally Qualified Community Health Centers that provide primary health care to uninsured residents of Nevada at reduced rates; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. 1. There is hereby appropriated from the state general
1-2 fund to the Interim Finance Committee the sum of $1,000,000 to pay a
1-3 portion of the operational costs of the Federally Qualified Community
1-4 Health Centers in this state that provide primary health care to uninsured
1-5 residents at reduced rates based upon the income of the resident. The
1-6 money must be used to increase the number of uninsured patients to whom
1-7 primary health care is provided.
1-8 2. Each Federally Qualified Community Health Center in this state
1-9 may submit a request to the Interim Finance Committee to receive funding
1-10 from the money appropriated by subsection 1. The request must include a
1-11 proposed budget for the expenditure of the money requested. The Interim
1-12 Finance Committee shall allocate the money appropriated by subsection 1
1-13 to the Federally Qualified Community Health Centers in this state as nearly
2-1 as possible in the same proportion as the number of patient encounters of
2-2 each Federally Qualified Community Health Center that requests money
2-3 from the appropriation bears to the total number of patient encounters of all
2-4 Federally Qualified Community Health Centers in this state that request
2-5 money from the appropriation. The number of patient encounters used to
2-6 calculate the proportion of money to be allocated must be the number of
2-7 patient encounters as reported in the Uniform Data Set (UDS) for such
2-8 period as is determined appropriate by the Interim Finance Committee. The
2-9 Interim Finance Committee is not required to approve the entire funding in
2-10 any request or to allocate the entire amount appropriated.
2-11 3. The Interim Finance Committee shall require such documentation
2-12 and reporting by the Federally Qualified Community Health Centers as it
2-13 deems necessary to ensure the productive use of the money appropriated by
2-14 subsection 1.
2-15 4. Any remaining balance of the sum appropriated by subsection 1
2-16 must not be allocated by the Interim Finance Committee after June 30,
2-17 2003, and reverts to the state general fund as soon as all payments of
2-18 money committed have been made.
2-19 Sec. 2. This act becomes effective upon passage and approval.
