AN ACT relating to education; requiring regional subdistricts created in certain school districts to prepare annual reports; prescribing the information required to be reported; requiring the board of trustees of such school districts to prepare a compilation of the reports that includes an evaluation of the equity among the regional subdistricts; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1    Section 1. Chapter 385 of NRS is hereby amended by adding thereto a

1-2  new section to read as follows:

1-3    1.  If the board of trustees of a school district in a county whose

1-4  population is 400,000 or more, or the superintendent of schools of such a

1-5  school district, creates regional subdistricts within the school district,

1-6  each regional subdistrict shall, on or before August 1 of each year,

1-7  prepare an annual report. The annual report must include, without

1-8  limitation, for the immediately preceding school year:

1-9    (a) A description of the geographic area that comprises the subdistrict.

1-10    (b) A list of the administrative leadership of the subdistrict.

1-11    (c) The number of public meetings, if any, held by the subdistrict.

1-12    (d) The information required by subsection 2 of NRS 385.347,

1-13  reported for the subdistrict as a whole and for each school within the

1-14  subdistrict.

1-15    (e) The total number of administrators employed to provide services

1-16  within the subdistrict, and the total amount of money paid to those

1-17  administrators for salaries and benefits.

1-18    (f) The total number of teachers and other educational personnel

1-19  employed to provide instruction and other educational services in schools


2-1  within the subdistrict, and the total amount of money paid to those

2-2  teachers and personnel for salaries and benefits.

2-3    (g) The number of substitute teachers who were employed to provide

2-4  instruction in schools within the subdistrict for a period of 30 consecutive

2-5  days or more and the subject areas taught by those substitute teachers.

2-6    (h) The number of administrators, teachers and other educational

2-7  personnel identified in paragraphs (e) and (f) that attended a regional

2-8  training program for the professional development of teachers and

2-9  administrators established pursuant to section 16 of chapter 559, Statutes

2-10  of Nevada 1999, at page 2930, including, without limitation:

2-11      (1) The type of training received; and

2-12      (2) A summary of the evaluation of the training by the teachers and

2-13  administrators who participated.

2-14    (i) Demographic information concerning the pupils enrolled in

2-15  schools within the subdistrict, including, without limitation:

2-16      (1) Race;

2-17      (2) Ethnicity;

2-18      (3) Gender;

2-19      (4) The percentage of pupils with disabilities who received special

2-20  education pursuant to NRS 388.440 to 388.520, inclusive;

2-21      (5) The percentage of gifted and talented pupils who received

2-22  special education pursuant to NRS 388.440 to 388.520, inclusive;

2-23      (6) The percentage of pupils who were eligible for free or reduced-

2-24  price school lunches pursuant to 42 U.S.C. §§ 1751 et seq.; and

2-25      (7) The percentage of pupils who participated in educational

2-26  programs for migratory children provided pursuant to 20 U.S.C. §§ 6391

2-27  et seq.

2-28    (j) The number of schools, if any, within the subdistrict that were

2-29  designated as demonstrating need for improvement.

2-30    (k) A summary of each program for remediation, if any, purchased

2-31  for the schools within the subdistrict, including, without limitation:

2-32      (1) The name of the program; and

2-33      (2) The costs of the program.

2-34    (l) The number of preschool children who participated in early

2-35  childhood education programs provided by the school district, the

2-36  subdistrict or schools within the subdistrict.

2-37    (m) The budget for the subdistrict, including, without limitation, the:

2-38      (1) Amount of money from the school district’s total budget that

2-39  was allocated to the subdistrict or for use to operate the schools within

2-40  the subdistrict; and

2-41      (2) Actual expenditures of the subdistrict or school district, as

2-42  applicable, expressed on a per pupil basis, to operate the schools within

2-43  the subdistrict.

2-44    (n) A summary of the policies, if any, of the subdistrict that differ

2-45  from the policies of the school district as a whole.

2-46    (o) The establishment of zones of attendance, if any, or changes made

2-47  to the existing zones of attendance, if any, that affected the subdistrict

2-48  and the number of pupils within the subdistrict who were affected by

2-49  each change.


3-1    (p) The number of schools within the subdistrict, if any, that

3-2  converted to a year-round schedule.

3-3    (q) A description of the procedure of the subdistrict for hearing

3-4  grievances and complaints of parents and legal guardians of pupils

3-5  enrolled in schools within the subdistrict.

3-6    (r) The number of grievances and complaints that were resolved by

3-7  the subdistrict rather than referred to the school district as a whole and

3-8  the number of grievances and complaints that were referred to the school

3-9  district as a whole.

3-10    2.  On or before August 1 of each year, each regional subdistrict shall

3-11  submit to the board of trustees of the school district in which the

3-12  subdistrict is located, the written report prepared pursuant to subsection

3-13  1. On or before September 1 of each year, the board of trustees shall

3-14  submit a written compilation of the reports to the:

3-15    (a) Legislative commission;

3-16    (b) Committee; and

3-17    (c) Department.

3-18  The written compilation must include, without limitation, an analysis and

3-19  evaluation of the equity among the regional subdistricts based upon the

3-20  information reported.

3-21    3.  The board of trustees of a school district that includes regional

3-22  subdistricts which are required to submit reports pursuant to this section

3-23  shall prescribe forms for the reports.

3-24    Sec. 2.  NRS 385.3455 is hereby amended to read as follows:

3-25    385.3455  As used in NRS 385.3455 to 385.391, inclusive, and section

3-26  1 of this act, unless the context otherwise requires, the words and terms

3-27  defined in NRS 385.346 and 385.3465 have the meanings ascribed to them

3-28  in those sections.

3-29    Sec. 3.  The board of trustees of a school district that includes regional

3-30  subdistricts which are required to submit reports pursuant to section 1 of

3-31  this act shall prescribe forms for the reports on or before January 1, 2002.

3-32    Sec. 4.  1.  This section and sections 2 and 3 of this act become

3-33  effective on July 1, 2001.

3-34    2.  Section 1 of this act becomes effective on July 1, 2001, for the

3-35  purpose of prescribing forms for reporting and on July 1, 2002, for all other

3-36  purposes.

3-37    3.  This act expires by limitation on July 1, 2007.
