AN ACT making an appropriation to the Town of Pahrump for the support of the Pahrump‑Nye County Fairgrounds and Recreation Complex; and providing other matters properly relating thereto.
Whereas, The Town of Pahrump has experienced unprecedented population growth during the past decade; and
Whereas, The Town Board of the Town of Pahrump has been given 420 acres of land by the United States Bureau of Land Management to serve as a home for the Pahrump‑Nye County Fairgrounds and Recreation Complex which will require an estimated total of $30 million for all necessary facilities; and
Whereas, The Pahrump‑Nye County County Fairgrounds and Recreation Complex is being designed to accommodate many varied needs with the inclusion of a convention center, rodeo grounds, indoor arena and barns, agriculture buildings, exhibit halls, outdoor amphitheater, demonstration gardens, covered stalls, multi-purpose buildings, recreational courts and fields, trails for walking, hiking and riding, and camping areas; and
Whereas, This County Fairgrounds and Recreational Complex will serve not only the residents of Nye County, but will also be available for the enjoyment of residents of nearby Clark County, as well as people from many other areas; and
Whereas, More than 30,000 people of all ages attended Pahrump’s Harvest Festival and the associated Rodeo last year, an increase of 23 percent over the attendance at the Festival and Rodeo in 1999; and
Whereas, It is expected that the Rodeo will enjoy national television coverage and corresponding expansion when the new rodeo facilities are completed; and
Whereas, The Town of Pahrump, Nye County and many other private and public sources are joining together to raise the money needed for this worthwhile project; now, therefore,
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. There is hereby appropriated from the state general fund to
1-2 the Town of Pahrump the sum of $250,000 for costs relating to the
1-3 planning and engineering of the Pahrump-Nye County Fairgrounds and
1-4 Recreation Complex.
1-5 Sec. 2. Any remaining balance of the appropriation made by section 1
1-6 of this act must not be committed for expenditure after June 30, 2003, and
1-7 reverts to the state general fund as soon as all payments of money
1-8 committed have been made.
1-9 Sec. 3. This act becomes effective upon passage and approval.
