AN ACT relating to state employees; establishing an account within the state general fund to pay certain parking and licensing expenses and costs relating to supplemental insurance of persons in the classified and unclassified service of the state; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
1-1 Section 1. Chapter 284 of NRS is hereby amended by adding thereto a
1-2 new section to read as follows:
1-3 1. The state employee benefit account is hereby created in the state
1-4 general fund for the benefit of persons in the classified and unclassified
1-5 service of the state. The director shall administer the account.
1-6 2. The money in the account must be used to pay the fees associated
1-7 with:
1-8 (a) Parking at the site where the employee is employed by the state;
1-9 (b) A license, permit or certification that is required for the
1-10 employee’s employment with the state, including, without limitation, a
1-11 commercial driver’s license or a professional certification; and
1-12 (c) Any optional insurance coverage that is available pursuant to the
1-13 provisions of chapter 287 of NRS.
1-14 3. No employee may receive more than $250 in benefits paid from
1-15 the account in a fiscal year. An employee may not receive cash or a cash
1-16 equivalent from the account.
1-17 4. The department is not liable for a lapse in a license or certification
1-18 required for an employee whose fees for a license, permit or certification
1-19 were paid by the department pursuant to this section.
1-20 5. If an employee terminates his employment before the expiration
1-21 of:
2-1 (a) A license or certification for which the department paid the fees
2-2 pursuant to this section, the employee must reimburse the department on
2-3 a pro-rata basis for the remainder of the period of validity of the license,
2-4 permit or certification.
2-5 (b) A parking permit for which the department paid the fees pursuant
2-6 to this section, the employee must release the parking permit to the
2-7 department.
2-8 6. The director shall adopt regulations to carry out the provisions of
2-9 this section, including, without limitation, providing a procedure by
2-10 which an employee may request payment of fees on his behalf pursuant
2-11 to subsection 1.
2-12 7. Any money remaining in the account at the end of each fiscal year
2-13 reverts to the state general fund.
2-14 Sec. 2. This act becomes effective on July 1, 2001.
